This is proven with traditional market growth rate which is on in 2005 only reach 3%, while modern retail market reaches 22%. Furthermore, modern retail growth in DKI Jakarta since 2004, occupy dominant position 74,83 percents rather than traditional market 25,17 percents. In 2004 just modern amount of retail market 449 in 67 locations. Unhappily from 67 modern location of retail markets 28 for example or 40 percents impinge zonation that specified By law (Perda) No 2 Years 2002 About Private Markets. Government only can make regulation, but guilty of no its monitoring and implementation evaluation. If this condition are let and not observed, society possibility cannot again sees traditional market, existing only minimarket, supermarket and grocery center.
