Fungsi partai politik dalam efektivitas governance :: Studi kasus di NTT

Riset tesis ini bertujuan untuk menemukan apakah partai politik berfungsi dalam menciptakan pemerintahan yang efektif atau tidak. Hipotesis atau asumsi pokok riset ini mengemukakan bahwa jika partai politik sungguh berfungsi, maka konflik politik tidak akan ada. Bahkan jika partai politik fungsional, maka akan tampak pemerintahan yang demokratis. Pemerintahan yang demokratis merefleksikan hadirnya pemerintahan yang efektif, dan pemerintahan yang efektif mengandaikan juga hadirnya demokrasi deliberasi. Riset kualitatif yang menggunakan metode snow ball ini menangkap semua nara sumber dari tiga arena yang ada di NTT yaitu dari arena negara, pasar dan masyarakat sipil, juga aktor-aktor partai politik. Hasilnya menampakkan dengan sangat jelas bahwa partai politik tidak fungsional sama sekali. Partai politik hanya sibuk saat menjelang kempanye pemilu dan menjelang perekrutan para calon Pilkada. Kesimpulannya, partai politik tidak fungsional dalam mendorong atau menciptakan pemerintahan yang efektif. Karena itulah maka fenomena kemiskinan, korupsi dan pelayanan kesehatan yang buruk dan mutu pendidikan yang rendah masih sangat kuat di NTT.

This research aims to know well how far the political parties function can contributing and create good or effective governance. The hypothesis of my research is, that if political parties can maximalize their function (there are 13 functions of political parties), potential political and social political conflicts can be prevented. So, to maximalize political parties function is needed by all. The maximalisation political partie’s function should also create the condition for governance to exist. Good governance means the political system will be democratic too. So, the logic of democratic governance is based on the logic of maximalizing the political partie’s function. The subject of this qualitative research will cover the actors in three arenas by using the snowball methode. The three arenas are the state, civil society and the private sector in province of East Nusa Tenggara (NTT). The finding of the research show that many of the political parties failed to fullfil the function.. Many of them do not work within spirit of democratic system and disfunction. That is why, NTT remains poor, corrupt and has poor health and education. Political parties only become active juring public elections. The research concluded that the political parties in East Nusa Tenggara had not yet become the tools of democratic governance, so thei are also unable to contribute effective governance. Democratic governance and effective governance are a reflections of deliberative democratic governance.
