Tesis ini bertujuan melakukan kajian tentang tindakan intervensi konflik oleh Polres Metro Jakarta Pusat dalam penanganan kasus perkelahian antar etnis Madura dan Betawi dalam perebutan lahan bekas hanggar Merpati Kemayoran Jakarta Pusat. Penelitian ini bertujuan untuk melihat beberapa hal yaitu: (1) Mengetahui pola penanganan yang dilakukan oleh Polres Metro Jakarta Pusat dalam konflik etnis Madura dan Betawi di kafe bekas hanggar Merpati Kemayoran Jakarta Pusat; (2) Mengetahui pengaruh dari tindakan intervensi yang dilakukan oleh Polres Metro Jakarta Pusat dalam penanganan konflik etnis Madura-Betawi di kafe bekas hanggar Merpati Kemayoran Jakarta Pusat; (3) Mengetahui faktor-faktor yang mempengaruhi intervensi yang dilakukan oleh Polres Metro Jakarta Pusat dalam menangani konflik etnis Madura dan Betawi. Latar belakang memilih judul ini adalah banyaknya konflik sosial khususnya antaretnis telah menimbulkan akibat yang sangat merugikan masyarakat terutama konflik yang terjadi pada wilayah DKI Jakarta. Polri sebagai institusi publik yang bertugas menjaga keamanan dalam negeri sebagaimana tertera dalam Undang-Undang RI No. 2 tahun 2002 tentang Kepolisian Negara Republik Indonesia menyebutkan tugas pokok Polri adalah sebagai pengayom, pelindung dan pelayan masyarakat; menjaga keamanan dan ketertiban; serta sebagai aparat penegak hukum. Maka dianggap penting Polri melakukan intervensi khususnya Polres Metro Jakarta Pusat dalam menangani antara konflik etnis Madura dan Betawi yang mengakibatkan korban jiwa di bekas hanggar Merpati Kemayoran Jakarta Pusat tersebut. Keberhasilan kinerja penanganan Polri itu dinilai berhasil bila konflik dapat ditangani dengan baik dengan terwujudnya stabilitas keamanan dan ketertiban masyarakat. Penelitian tesis ini menggunakan metode kualitatif menggambarkan dan melukiskan keadaan obyek penelitian berdasarkan fakta-fakta yang tampak sebagaimana adanya dengan mengemukakan gejala-gejala secara lengkap pada obyek yang diteliti untuk dapat diketahui dengan jelas keadaan sebenarnya. Dalam hal ini subyeknya adalah personil Polres Metro Jakarta Pusat, Mantan Kapolres, tokoh masyarakat dan tokoh agama. Sedangkan obyeknya adalah konflik etnis Madura dan Betawi di Kemayoran Jakarta Pusat tahun 2004. Hasil penelitian menunjukkan beberapa hal yaitu: (1) Dalam penanganan konflik antar etnis Madura-Betawi Polres Metro Jakarta Pusat baru melakukan intervensi secara optimal pada tahap akibat konflik; (2) Polres Metro Jakarta Pusat dalam konflik ini seharusnya melakukan intervensi pada tahap pra konflik, konfrontasi, krisis dan pasca konflik; (3) Penanganan pada tahapan pra konflik ini tidak optimal disebabkan laporan informasi intelijen kurang cepat direspon.

This thesis aims to study the conflict intervention action conducted by POLRES Metro, central Jakarta in resolving the conflict of ethnic fighting between Madura and Betawi people in the ownership dispute over land previously used as airplane hangar for Merpati, in Kemayoran, central Jakarta. This research is aimed at finding the following points: (1) to know the conflict resolution pattern conducted by POLRES Metro, central Jakarta in the ethic conflict between Madura and Betawi people in the café of airplane hangar for Merpati, in Kemayoran, central Jakarta, (2) to identify the impact of intervention action conducted by POLRES Metro, Central Jakarta in the ethnic conflict resolution between Madura and Betawi people in the café of airplane hangar for Merpati, Kebayoran, central Jakarta,(3) to find the factors affecting the intervention conducted by POLRES Metro, central Jakarta in the ethnic conflict resolution between Madura and Betawi people. The title of the research is based on the fact that many social conflicts occur between ethnic groups which bring about negative impacts on the society especially the conflicts occurring in areas in DKI Jakarta. Indonesian Police (POLRI) as a public institution is responsible for maintaining the public order in the country as stipulated in Law no.2, 2002 regarding the Indonesian Police. It is stated in the law that the main job of the police is to perform as a guard, protector and servant for the people. Besides, the police should also keep the public order and uphold the laws. Hence, it is considered significant for the police, especially POLRES Metro, central Jakarta, to take an intervention action in the ethnic conflict between Madura and Betawi people which leaves some people dead in ex-airplane hangar for Merpati, in Kemayoran, central Jakarta. The police work performance is considered successful if the conflict can be resolved well and they can keep the public order and security in the society. The thesis uses a qualitative method by describing the condition of the research object based on the real observable facts, and by elaborating comprehensive indicators on the studied object so as to obviously know the real condition. Here, the subjects of the research are the police personnel in POLRES Metro, central Jakarta, former head of POLRES Metro, community leaders, and religious leaders, whereas the object is the ethnic conflict between Madura and Betawi people in 2004. The research results indicate following points; (1) in resolving the conflict between Madura and Betawi people, POLRES Metro, central Jakarta conducts an intervention optimally in the phase of the conflict effects; (2) POLRES Metro, central Jakarta should have conducted an intervention in the following phases; pre-conflict, confrontation, crisis and post-conflict.; (3) the conflict resolution in the pre-conflict phase is not optimally conducted because the police does not response to the intelligence’s reports quickly.
