Analisis dan Perancangan Sistem Informasi Pelayanan Terpadu Berbasis WEB Services di Pemerintah Kota Pekalongan

Salah satu upaya perbaikan pelayanan perizinan adalah perbaikan sistem informasi. Perbaikan ini meliputi pembangunan sistem informasi, penyusunan sistem basis data, dan penerapan sistem informasi. Perbaikan ini juga merupakan salah satu pemanfaatan teknologi informasi dan komunikasi dalam transformasi Government menuju e-Government. Untuk itu, Pemerintah Kota Pekalongan melalui Dinas Pelayanan Terpadu dan Penanaman Modal turut berperan dalam upaya perbaikan pelayanan perizinan melalui pengembangan aplikasi sistem informasi pelayanan terpadu. Namun, pengembangan sistem ini belum sepenuhnya dapat mengintegrasikan sistem informasi yang telah ada dalam proses penyelenggaraan pelayanan perijinan sehingga perlu disolusikan dengan teknologi web services. Dengan solusi tersebut, penulis mencoba untuk menghasilkan analisis dan perancangan Sistem Informasi Pelayanan Terpadu berbasis Web Services di Pemerintah Kota Pekalongan. Penelitian ini dilakukan dengan komunikasi, perencanaan, dan pemodelan yang mengacu kerangka kerja rekayasa web. Pemodelan meliputi perancangan logic sistem aplikasi, arsitektur sistem, dan perancangan visual modelling. Perancangan visual modelling mencakup use-case diagrams, class diagrams, sequence diagrams, collaboration diagrams, dan deployment diagrams. Disamping itu, penelitian ini menyusun cetak biru sistem aplikasi e-Government. Tesis ini mencoba menghasilkan perancangan sistem informasi pelayanan terpadu yang meliputi sub sistem pemrosesan perijinan, sub sistem transaksi pembayaran perijinan, sub sistem pengambilan surat perijinan, sub sistem monitoring, sub sistem manajemen pengguna dan sistem, sub sistem permohonan perijinan, dan sub sistem pengaduan. Disamping itu, tesis ini mencoba menghasilkan penyusunan cetak biru sistem informasi pelayanan terpadu berbasis web services berupa government function framework, e-Government solution map, application requirements standard, dan blok fungsi dan modul.

One of the efforts to improve permit services is information system improvement. This improvement consists of information system development, database system development, and information system implementation. This improvement is one of information communication and technology development in transforming from Government to e-Government. Therefore, The Local Government of Pekalongan through Capital Investment and One Stop Services Agency have involved in the efforts of improving permit services with one stop services system application development. However, these systems improvement have not been integrated with the existing information system in the processes of permit services. Therefore, to enhance the service quality of The Local Government of Pekalongan, the web services technology solution is needed. With this solution, the researcher has tried to analyze and design one stop services information system based on web services in The Local Government of Pekalongan. This research dealed with communication, planning, and modelling based on web engineering framework. The modelling includes application system logic design, system architecture, and visual modelling design. Visual modelling design covers use-case diagrams, class diagrams, sequence diagrams, collaboration diagrams, and deployment diagrams. This thesis tried to contribute a proposal of a one stop services information system design covered processing permit sub system, payment transaction sub system, taking letter of permits sub system, monitoring sub system, system and user management sub system, and complain sub system to help and support the Local Government of Pekalongan to improve the system. Moreover, this thesis tried to provide the arrangement of blueprint of a one stop services information system based on web services which consists of the government function framework, e-Government solution map, application requirements standard, module and function block.
