Penerapan Elektronik Government di Pemerintah Daerah :: Studi kasus tentang efektivitas Website riau.go.id di Badan Pengolahan Data Elektronik Provinsi Riau

Elektornik Government (E-Gov) dipahami sebagai suatu bentuk penyelenggaraan tata pemerintahan yang memanfaatkan TI, agar penyelengaraan pemerintahan dapat berlangsung secara efektif, efisien, transparan, akuntabel, responsif, dan melibatkan partisipasi masyarakat. Eksistensi website riau.go.id sebagai implementasi dari E-Gov diharapkan dapat membawa perubahan pada sistem politik, sosial, ekonomi dan pemerintahan di Pemerintah Daerah (Pemda) Provinsi Riau. Namun dalam pelaksanaannya Pemda Provinsi Riau mengalami kendala-kendala seperti ketersedian sumber daya manusia yang menguasai TI mulai dari birokrasi level atas sampai pada level bawah, lembaga eksekutif, dan masyarakat yang memanfaatkan TI, Cultural birokrasi, infrastruktur yang belum tersebar keseluruh kecamatan apalagi desa, tidak tersedianya anggaran operasional yang memadai pada dinas/instansi, dan tingkat ekonomi masyarakat Riau yang beragam, sehingga tidak akses masyarakat bervariasi pula.. Berdasarkan kenyataan tersebut, penelitian ini ingin melihat bagaimana efektivitas website riau.go.id di BPDE Provinsi Riau. Penelitian ini memfokuskan pada efektivitas website yang ditinjau dari variabel prodiktivitas dan kualitas organisasi yang mengerakkan website riau.go.id. Efektivitas adalah pemanfaatan input se-efisien mungkin untuk menunjang tujuan yang diharapkan Jenis penelitian yang digunakan adalah penelitian diskriptif dengan metode kualitatif. Adapun teknik pengumpulan data adalah dengan observasi, dokumentasi, dan wawancara. Hasil analisis dan interpretasi data disimpulkan bahwa efektivitas website riau.go.id salah satu media pelaksanaan E-Gov yang dikelola oleh BPDE Provinsi Riau sebelum tahun 2004 cukup efektif, karena mampun mencapai tingkat produktivitas dan kualitas sesuai target organisasi dengan kemampuan SDM yang terbatas, namun setelah tahun 2004 menunjukkan kondisi website tidak efektif lagi, karena masih rendahnya produktivitas dan kualitas organisasi BPDE Provinsi Riau yang disebabkan oleh beberapa hal, yaitu Perda yang dibentuk Gubernur Riau periode 1998-2003 dan DPRD Riau periode 1999-2004 tidak sepenuhnya dijalankan lagi oleh Gubernur Riau periode 2003-2008, dan legislatif periode 2004-2009 juga ikut mengabaikan. Disamping itu sistem kelembagaan yang tidak dijalankan sesuai ketentuan yang berlaku. adanya budaya paternalistik, aparat tidak memiliki kewenangan diskresi dalam menyelesaikan pekerjaan. Untuk mengefektifkan website riau.go.id ke depan, disarankan 1). Mengoptimalkan fungsi jaringan riau online se-Provinsi Riau kalau perlu ke provinsi tetangga; 2). Membuat standar penyajian, peng-updating, peng-upload data dan informasi yang jelas sebagai pedoman aparat dan sebagai barometer pertanggungjawaban kepada publik; 3). Retkrukmen pegawai sesuai kompetensi dan retrukmen pejabat dilakukan dengan fit and proper test; 4). Melakukan pengajian ulang terhadap Perda No. 23 Tahun 2001, kalau memang eksekutif dan legislatif merasa BPDE Provinsi Riau masih diperlukan, maka Perda tersebut hendaknya dilaksanakan dengan baik, namun sekiranya merasa tidak, maka dicarikan solusi lainnya.

Electronic Government (E-Gov) was understand as a form administration implementation system that using IT, for it implementation could effective, efficient, transparent, accountable, responsive, and involve public’s participation. riau.go.id existing as implementation of E-Gov was hoped bring a changes to political system, social, economic, and administration in Local Government of Riau Province. But in it implementation, Local Government of Riau Province face problems like human resource that understanding IT from top to down bureaucracy level, executive institution, and public that using IT, bureaucracy cultural, infrastructure that have not spread in all districts even to villages, not enough operational budget at level department/institution, and economic level of Riau people that vary, so the access level was varied too. Base on the reality, this study want to saw how the effectiveness of riau.go.id in BPDE Riau Province. This study has focused on the website effectiveness from productivity and quality of organization that drive riau.go.id website. The effectiveness was implementation of input as efficient as could be that support the objective. The kind of study was descriptive study using qualitative method. For data collection was used observation, documentation, and interview. The result and interpretation of data was concluded that website riau.go.id is one of media for E-Gov implementation that managed by BPDE Riau Province before 2004 was quite effective, cause it could reach productivity level and quality as organization target with limited human resource, but after 2004 show that the website was not effective anymore, cause the productivity and quality level of BPDE Riau Province still low that caused by many of problems, because the local act that made by Riau Governor for 1998-2003 and Local Parliament of Riau for 1999 – 2004 period was not fully implemented by Riau Governor in 2003-2008 period, and the legislative at 2004 – 2009 period have ignored. Beside that the system of institution was not driven as the rules. Paternalistic culture existence, the official does not have authority in solve their task. For the effectiveness of riau.go.id for the future, then was suggest 1) optimizing the network of Riau online for all area in Riau if needed expanded to neighbor province; 2) make a presentation standard, updating, uploading of data and clear information as the manual orientation for official and as responsiveness barometer to public; 3) officer recruitment as their competency and functionary recruitment is done base on fit and proper test; 4) re-evaluation to Local Act No.23 Year 2001, if executive and legislative board felt that BPDE Riau Province still needed, then the act must be done by well, but if it considered for not, then must be seen another solution.
