Hegemoni Amerika Serikat dan World Polity dalam perspektif konstruktiviis

Tujuan utama penulisan tesis ini adalah: Pertama, mengindentifikasi dikotomi antara ide dan realitas, pengetahuan dan kekuasaan dalam hubungan internasional; Kedua, Menganalisis realitas politik global masa kini dan pengaruhnya terhadap pemikiran dan diskursus dalam komunitas akademik ilmu hubungan internasional. Secara khusus penelitian ini mengamati perkembangan world polity pasca 911, terkhusus kampanye global melawan terorisme dibawah komando Amerika Serikat. Melalui pendekatan kaum konstruktivis penulis menjawab anomali dalam world polity yang diakibatkan oleh perubahan politik luar negeri AS yang berimplikasi terhadap karakter hegemoni negara adidaya tersebut pasca 911. Tesis ini merupakan penelitian deduktif-deskriptif. Metode penelitian yang digunakan adalah metode penelitian deduktif, yaitu penelitian yang berangkat dari teori yang digunakan sebagai dasar analisa suatu fenomena atau fakta yang memiliki persamaan atau anomali yang ditemukan dalam suatu teori untuk kemudian melihat sisi perubahan yang terjadi didalamnya. Analisis dan penyelesaian masalah disampaikan secara deskriptif, yakni penulis mengelaborasi pemikiran dan pandangan kaum konstruktivis, namun guna menunjang objektifitas penulisan ini pada bagian akhir penulis menambahkan kritik dan pandangan pemikir lainnya tentang konstruktivis. Sedangkan metode pengumpulan data dilakukan melalui pengumpulan data pustaka. Refleksi pemikiran terhadap realitas merupakan catatan utama yang digunakan penulis sebagai pisau analisis penulisan, disamping elaborasi konsep world polity dan pemikiran konstruktivis. Berdasarkan penelitian ini dapat disimpulkan beberapa hal: (1) Hegemoni AS dan world polity dalam pandangan konstruktivis selama ini berjalan harmonis, meskipun pelanggaran hukum internasional dilakukan oleh AS namun world polity telah terdiferensiasi dan mengakar kuat dalam masyarakat dunia, dengan kata lain world polity tidaklah tunggal sehingga pengaruh kekuasaan AS tidak dapat menjangkau semua aspeknya. (2) Konstruktivis tidak memberikan tawaran strategis terkait skema world polity kedepan, terutama dalam menghadapi hegemoni AS.

The primary aims of this writing are; First, to identify the dichotomy between reality and ideality, knowledge and power in international relations; second; to analyze contemporary global realities and the influences to school of thoughts and their influences to discourses and theories in epistemic communities of international relation science. Especially, this research observed the growth of world polity after the black September especially after the global campaign of terrorism under Bush’ administration. Through constructivism perspectives that I described the anomaly in world polity as the effects of the changes of foreign policy of United States and the implications to the hegemonic character of US after 911. This thesis is deductive-descriptive research. The used method is deductive research one, namely, the research which comes from theories and are used as the basic of analysis, phenomenon or facts which have the similarity or anomaly found out in some theories then, to observe the current changes. The analysis and the problem solving are delivered descriptively; the writer elaborated the thought and normative view of constructivism group about world polity and is confronted with the change of America’s hegemony after 911. The writer also added critics and another perspective of other thinkers to support the objectivity for this writing. Reflection of both idea and normative value to reality is the prime note which is used as a tool of analysis besides elaborate the concept of world polity. While collecting method for data is carried out through library data and factual sources which are accessed by mean of books, scientific researches, etc. This thesis can conclude that: (1). American hegemony and world polity in constructivism view so far is in harmony. (2).World polity is not a single system, even though the breaking law is done by U.S, World polity has been differentiated and strong rooted in social international life. In other word, the action of U.S will not influence to the sustainability of world polity. (3). Constructivism does not give the strategic offer deal with the scheme world polity in the future, primarily, to face the domination of American power.
