Evaluasi penerapan Sistem Informasi Transaksi Puskesmas (SITRAPUS) di Kabupaten Bantaeng Provinsi Sulawesi Selatan

Background: Health information system form of one of four health development major strategy. Health Department of South Celebes Province had try to implementing an information system in Puskesmas (Community Health Center) which based on electronic with name Puskesmas Transaction Information System (SITRAPUS) in Bantaeng Regency since 2006. However, there is not evaluation yet be performed on effectiveness of that program. Objectives: The research aimed to evaluate an implementation of SITRAPUS in Bantaeng Regency from development process aspect, system output, the barrier and support to implementing. Methods: The research was qualitative research, be performed in Community Health Center, Health Department of Bantaeng Regency, and Health Department of South Celebes Province, by performing in depth interview and observation as data collecting method. Results: From the development process, SITRAPUS not in depth involved yet the operator in designing the system, the SITRAPUS operating not be socialize sufficiently so the user still felt be burdened, there no organization structure yet which specifically handling the information system, there still less in supervision, and there is no technical support yet which responsible to SITRAPUS maintenance. The SITRAPUS output producing the report on illness and disease but not accurate yet, not relevant to the organization need because only about illness and disease, but could ease the work because its more quick in data searching. The SITRAPUS result be utilize in Community Health Center as based to compute a retribution, while the data access to the regency not in time yet. Conclusions: The implementation of SITRAPUS in Bantaeng Regency not optimal yet, because the implementation process not running yet according to system development life cycle protocol and the output only about illness and disease information.

Latar belakang: Sistem informasi kesehatan merupakan salah satu dari empat strategi utama pembangunan kesehatan. Dinas Kesehatan Provinsi Sulawesi Selatan telah mencoba menerapkan sistem informasi di puskesmas yang berbasis elektronik dengan nama Sistem Informasi Transaksi Puskesmas (SITRAPUS) di Kabupaten Bantaeng sejak tahun 2006. Akan tetapi belum pernah dilakukan evaluasi mengenai keefektifan program tersebut. Tujuan: Penelitian ini bertujuan untuk mengevaluasi penerapan SITRAPUS di Kabupaten Bantaeng dari aspek proses pengembangan, output sistem, hambatan dan dukungan penerapannya. Metode Penelitian: Penelitian ini dilakukan secara kualitatif pada puskesmas, Dinas Kesehatan Kabupaten Bantaeng dan Dinas Kesehatan Provinsi Sulawesi Selatan dengan melakukan wawancara mendalam dan observasi sebagai metode pengumpulan data. Hasil Penelitian: Dari segi proses pengembangan SITRAPUS belum melibatkan operator secara mendalam dalam perancangan sistem, pengoperasian sitrapus belum tersosialisasi dengan baik sehingga pengguna masih merasa terbebani, belum ada struktur organisasi yang khusus menangani sistem informasi, masih kurangnya pembinaan, dan belum adanya technical support yang bertanggungjawab terhadap pemeliharaan SITRAPUS. Output SITRAPUS menghasilkan laporan tentang penyakit tetapi belum akurat, belum relevan dengan kebutuhan organisasi karena hanya tentang penyakit, tetapi dapat mempermudah pekerjaan karena lebih cepatnya pencarian data. Hasil Sitrapus dimanfaatkan di Puskesmas sebagai dasar untuk menghitung retribusi, sedangkan akses data ke kabupaten belum tepat waktu. Kesimpulan: Penerapan SITRAPUS di Kabupaten Bantaeng belum optimal karena proses penerapannya belum berjalan sesuai dengan kaidah siklus pengembangan sistem dan outputnya hanya mengenai informasi penyakit.
