Tinjauan Yuridis tentang kepemilikan Tanah Bantaran (Lidah Tanah) pada Danau Limboto Propinsi Gorontalo

Penelitian mengenai tinjauan yuridis tentang kepemilikan tanah bantaran (lidah tanah) pada danau limboto Provinsi Gorontalo merupakan penelitian bersifat deskriptif yang bertujuan untuk menggambarkan secara lengkap ciri-ciri dari suatu keadaan, perilaku pribadi dan perilaku kelompok, serta menentukan frekuensi suatu gejala. Penelitian ini dilakukankan di Kabupaten Gorontalo yakni Kecamatan Limboto dan Kecamatan Telaga, yang meliputi Kelurahan Bolihuangga, Kelurahan Biyonga, Kelurahan Hutadaa dan Kelurahan Ilotidea. Data yang diperoleh dari penelitian di lapangan diolah dengan cara analisis kualitatif. Hasil penelitian, peneliti menemukan adanya penyimpangan kewenangan yang berkaitan dengan pemilikan dan penguasaan tanah bantaran Danau Limboto. Hal ini didasarkan pada bukti adanya sertifikat yang dimiliki oleh sebagian penduduk di sekitar itu. Persoalan-persoalan tentang hak atas tanah bantaran danau Limboto dan kepemilikan sertifikat yang dimiliki oleh sebagian penduduk yang tinggal di sekitar danau Limboto, serta persoalan kebijakan-kebijakan yang diambil oleh Pemerintah Kabupaten Gorontalo dapat dilakukan dengan cara penyelesaian yakni: Pertama, Kesadaran hukum masyarakat yang tinggal disekitar danau Limboto; Kedua, Penyusunan peraturan hukum berupa Peraturan Daerah; Ketiga, peningkatan kualitas Aparat yang berwenang; Keempat, Perhatian pemerintah Provinsi Gorontalo; Kelima, Kontrol dari semua pihak.

The research about review yuridis about ownership of land (land tongue) at lake Limboto Gorontalo Province is research to be the character of descriptive with aim to ilustrate for somebody in charesteristics complete from a situation, behavior of person and behavior of group, and determines frequency a phenomenon. This research behavior in Gorontalo regency that is Limboto district and Telaga district, what to extend lowest local government of Bolihuangga, lowest local government of Biyonga, lowest local government of Hutadaa and lowest local government of Ilotidea. Data are obtained from research in field conduct by the way of qualitative analysis. The reseach results, researcher finds existence of deviation of authority of related to ownership and domination of land Limboto lake. This thing based on evidence existence of certificate property by some of residents around that. the problems about land right left side lake Limboto and ownership of certificate property by some of residents who live in around lake Limboto, and policys problem to take by the Government of Gorontalo regency can be done by the way of solving of that is Firstly, public consciousness of law which to stay around lake Limboto; Second, compilation of regulation of law in the form of local regulation ; Third, improvement of quality of institution to have the authority; Fourth, attention of government Gorontalo Province; Fifth, Control from all public.
