Kinerja DPRD dalam menjalankan fungsi pengawasan di Kota Bima Propinsi Nusa Tenggara Barat

Salah satu prinsip dasar otonomi daerah menurut Undang-undang Nomor 22 Tahun 1999 yang kemudian direvisi menjadi Undang-undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah adalah pelaksanaan otonomi daerah harus lebih meningkatkan peran dan fungsi badan legislatif daerah, baik fungsi legislasi, pengawasan maupun fungsi anggaran atas penyelenggaraan pemerintahan daerah. Hal ini menunjukan bahwa DPRD dalam konteks UU Nomor 32 Tahun 2004 diberdayakan sedemikian rupa melalui pemberian tugas, hak dan wewenang yang cukup luas sehingga benar-benar dapat melakukan fungsinya serta sungguh-sungguh berperan sebagai penyalur aspirasi masyarakat dalam rangka pengembangan demokrasi lokal. Berdasarkan pertimbangan itu, maka penulis menganggap perlunya dilakukan suatu penelitian yang dapat memaparkan secara deskriptif tentang Dewan Perwakilan Rakyat Daerah itu sendiri, dan akan dituangkan kedalam tesis yang berjudul “ Kinerja DPRD Dalam Menjalankan Fungsi Pengawasan Di Kota Bima Propinsi Nusa Tenggara barat (Studi Kasus Pembangunan SD Percontohan Dan Pembangunan Jalan Melayu-Kolo”. Rumusan masalah yang dihadirkan dalam penelitian ini adalah bagaimana dinamika politik DPRD Kota Bima dan implikasinya bagi kinerja pengawasan DPRD Kota Bima, bagaimana akuntabilitas DPRD Kota Bima dalam menjalankan fungsi pengawasan, dan bagaimana responsivitas DPRD Kota Bima dalam menjalankan fungsi pengawasan. Untuk menjawab rumusan masalah di atas, metode penelitian yang digunakan adalah metode penelitian deskriptif, yakni prosedur pemecahan masalah yang diselidiki dengan melukiskan atau menggambarkan keadaan subyek/ obyek penelitian saat ini berdasarkan fakta-fakta sebagaimana adanya. Dengan teknik dokumentasi, observasi, dan wawancara. Sebagai responden dalam penelitian adalah Anggota DPRD Kota Bima, birokrat, LSM dan masyarakat Kota Bima. Hasil penelitian menunjukkan bahwa dinamika dan perubahan peta politik kinerja DPRD Kota Bima berimplikasi pada kinerja pengawasan DPRD Kota Bima, menurut ukuran akuntabilitas dan responsivitas adalah belum maksimal. 2 (dua) kasus yang menunjukkan rendahnya kinerja terlihat pada kasus pembangunan SD Percontohan dan pembangunan Jalan Melayu-Kolo. Anggota Dewan dalam menjalankan pengawasannya seringkali masih dapat diatur dan dipengaruhi oleh eksekutif, seperti enggannya Anggota Dewan untuk melaksanakan hak-haknya ketika melihat dan mendapat laporan pelanggaran yang dilakukan oleh pihak eksekutif. Sehingga kecenderungan yang terjadi adalah lemahnya komitmen Anggota Dewan untuk akuntabel dan responsif terhadap masyarakat Kota Bima sebagai konstituennya.

One of the main principles of local autonomy as stated in 1999 act No.22 that later revised into 2004 act No.32 on the local Administration is that the implementation of local autonomy must be intended to improve the function of local legislature, either the function of legislation, or implementation of local administration. It demonstrates that provincial assemblies, in the context of 2004 Act No. 32, were so empowered with extensive assignment of duties, rights and authorities that they can readily perform their important roles to canalize the public aspiration in the framework of democracy development. Based on the above consideration, we regarded as necessary the implementation of stady that describe exclusively about the Provincial Assembly. It will be integrated into a thesis entitled “ The performance of Provincial Assembly in Implementing It Supervisory Function in Kota Bima, West Nusa Tenggara Province (A Case Study of the Construction of a Model Elementary School and the Construction of Jalan Melayu – Kolo ) “. The problem formulation in this study is as follow : How does the political dynamics in Kota Bima Provincial Assembly came about and what implications it brings to the supervisisory performance of the Assembly ? How does the accountability of Kota Bima Provincial Assembly in implementing it supervisory function ?, and How does the responsiveness of Kota Bima Provincial Assembly in implementing it supervisory function To answer the above questions, we use a descriptive method of study ; it is a procedure to solve a problem that is studied by describing or illustrating the state of a current subject of study based on the actual facts. Techniques of documentation, observation, and interview were used. Respondents in this study are the whole members of Kota Bima Provincial assembly, bureaucrats, NGOs, and Kota Bima citizens. The results of the study demonstrate that the dynamics and the political performance of Kota Bima Provincial Assembly have their implication to the supervisory performance of the Assembly ; that their performance is low. According to the measure of accountability and responsiveness. Two cases that demonstated their low performancecan be seen from the construction of the Model Elementary School and Jalan Melayu-Kolo. Members of the Assembly are found to be frequently influenced by executive, for example, they were reluctant to have their right against the infringement conducted by the executives. Therefore, they tend to have pathetic commitment that impeded them from being accountable and responsive to the aspiration of Kota Bima citizens as their constituents.
