Implementasi Digital Government Services pada bidang pendidikan di Pemerintah Provinsi DIY

Penelitian ini difokuskan pada implementasi program Digital Government Services pada bidang pendidikan di Provinsi DIY, yaitu sejauh mana implementasi program DGS pada bidang pendidikan berjalan, seberapa efektif program DGS pada bidang pendidikan mampu mengatasi kesenjangan kualitas pendidikan di Provinsi DIY, dan kendala-kendala apa yang ditemui dalam proses implementasi program tersebut. Proses implementasi program DGS pada bidang pendidikan dapat dijelaskan melalui beberapa aspek : pengembangan eleadership, pengembangan Sumber Daya Manusia, pengembangan infrastruktur, pengembangan lingkungan bisnis, dan pengembangan portal DIY Learning Gateway. Dari hasil penelitian, diketahui bahwa e-leadership belum dimiliki secara merata oleh seluruh jajaran pimpinan pada semua level. Dari aspek infrastruktur, terlihat bahwa kemampuan Pemerintah Provinsi DIY masih relatif rendah. Pengalokasian anggaran dari APBD yang masih belum komprehensif dan belum berkesinambungan menyebabkan terhambatnya penyediaan infrastruktur berupa laboratorium komputer bagi sekolah-sekolah di Provinsi DIY. Hambatan ini dapat diatasi sementara dengan bantuan laboratorium komputer dari Depkominfo untuk 500 sekolah SD dan SMP yang akan direalisasikan tahun 2008. Namun hal tersebut belum bisa menjawab persoalan karena masih banyak sekolah yang belum memiliki laboratorium komputer untuk mengakses layanan DIY Learning Gateway. Pengembangan Sumber Daya Manusia juga masih relatif belum memadai karena hasil pelatihan para guru belum bisa memenuhi kompetensi yang diperlukan untuk mengelola layanan DIY Learning Gateway. Dari aspek lingkungan bisnis, dapat dipaparkan bahwa pertumbuhan warung internet (warnet) yang sangat pesat di DIY membutuhkan regulasi yang dapat melindungi pengguna internet (terutama pelajar) dari hal-hal negatif seperti pornografi. Sedangkan dari aspek pengembangan portal DIY Learning Gateaway diketahui bahwa portal ini masih belum dikelola secara maksimal sehingga belum dapat memberikan dampak seperti yang diharapkan, yaitu untuk mengatasi kesenjangan kualitas pendidikan di DIY. Adapun kendala-kendala yang dihadapi dalam implementasi program Digital Government Services pada bidang pendidikan di Provinsi DIY, adalah pesimisme dari sebagian pejabat, sulitnya melakukan koordinasi secara lintas fungsi, rendahnya kompetensi SDM guru, keterbatasan infrastruktur, dan anggaran, serta perijinan yang berlapis-lapis bagi Penyelenggara Jasa Internet. Berangkat dari hasil penelitian tersebut, direkomendasikan untuk : memperkuat e-leadership, tidak hanya di kalangan pimpinan daerah tetapi juga di sekolah-sekolah yang telah mempunyai layanan virtual school, menyediakan data yang akurat tentang kebutuhan laboratorium komputer bagi sekolah-sekolah, memberikan pelatihan yang lebih aplikatif bagi para guru dan sesegera mungkin menyediakan fasilitas internet bagi sekolah-sekolah melalui berbagai program, seperti Komputer Murah, Laptop Murah dan sebagainya.

The study was focused on the implementation of Digital Government Services in education in DIY Province, especially how far the implementation of the program goes, how effective the program can solve the gap of quality in education, and what kinds of contraints were faced in the process of the program implementation. The implementation process was explained with several aspects : e-leadership, human resources, infrastructure, business environment, and Learning gateway portal development. The result of the study showed that the e-leadership was not owned yet by all leaders at all level. From the aspect of infrastructure development, it can be seen that the capacity of the Government of DIY Province is still relatively low. The allocation of budget from APBD of DIY Province was not comprehensive and sustainable yet, causing a problem in providing the infrastructure of computer laboratories for schools in DIY Province. This problem can be solved for a while with a donation of computer laboratories for 500 elementary and secondary schools from Depkominfo that will be realized in 2008. But it can’t solve the whole problem because there still will be more schools in DIY that not have the laboratory yet to access and to utilise the DIY Learning Gateway service. The human resources development was not yet adequate because the result of the trainings couldn’t fullfill the competency needed for managing the DIY Learning Gateway service. From the aspect of business environment development, it can be explained that the growth of internet kiosks need a regulation that protects the internet user (especially the pupils) from the negative material such as pornography. And from the aspect of DIY Learning Gateway portal development we can see that this portal is not managed well yet, so that it doesn’t give the hoped impact, that is to reduce the gap of eduaction quality in DIY Province. The constraints faced in the implementation of the program were : it was difficult to coordinate crossed-functionally, the competency of the teachers was relatively low, the infrastructure and the budget were inadequate, and the lisences for the Internet Service Providers in Indonesia were very various. Starting from the result of the study, it is recommended that it is necessary to develop a stronger e-leadesrhip not only for the local leaders but also for the schools that provide the virtual school service, to provide an accurate data about the schools that need computer laboatories, to give more applicable training for teachers, and to provide the internet at schools as soon as possible through various programs such as Komputer Murah, Lapotop Murah and so on.
