Keberagaman etnis menjadi sebuah hal yang perlu dipertimbangkan dalam kepemimpinan kepala daerah. Penelitian ini membahas tentang kepemimpinan pemerintahan daerah Provinsi Sulawesi Tengah di tengah keberagaman etnis yang ada di Provinsi Sulawesi Tengah. Adapun rumusan masalah dalam penelitian ini adalah bagaimana penerapan model kepemimpinan akomodatif Gubernur Provinsi Sulawesi Tengah di tengah keberagaman etnis dan bagaimana implikasi kepemimpinan akomodatif etnis terhadap kebijakan publik dan rekruitmen pejabat birokrasi. Dengan demikian, tujuan penelitian adalah untuk mengetahui strategi politik birokasi yang dilakukan Gubernur Provinsi Sulawesi Tengah terhadap keberagaman etnis, serta strategi apa yang dilakukan Gubernur Provinsi Sulawesi Tengah dalam mengakomodir kepentingan politik mereka dan untuk menganalisis implikasi terhadap kebijakan publik yang diwujudkan oleh Gubernur terpilih dalam penyelenggaraan pemerintahan di tengah-tengah keberagaman etnis. Penelitian ini adalah penelitian deskriptif. Data diperoleh melalui observasi dan wawancara secara mendalam dengan sejumlah pejabat dan tokoh adat. Data sekunder diperoleh melalui penelaahan dokumen berbagai data statistik, buku-buku yang berkaitan dengan penelitian. Hasil penelitian menunjukkan bahwa dalam kepemimpinan akomodatifnya, Gubernur Provinsi Sulawesi Tengah secara strategis telah mengakomodasi etnis-etnis yang tersebar di seluruh wilayah Provinsi Sulawesi Tengah. Dalam jajaran birokrasi, nampak bahwa politik akomodatif etnis terlihat dari penempatan beberapa pejabat struktural yang lebih banyak berbasis pada etnis tertentu (Kaili dan Bugis) yang merupakan pendukung terkuat dari Gubernur terpilih. Implikasi kebijakan sukuisme ini juga berpengaruh terhadap bidang politik di Provinsi Sulawesi Tengah. Ini dapat dilihat dari hubungan Gubernur terpilih dengan konstituennya. Dengan menempatkan orang-orang yang dianggap ’kuat’ secara adat dan mempunyai konstituen besar di masyarakat, Gubernur berharap bahwa ini dapat dijadikan sebagai sarana untuk memperoleh popularitas publik. Peningkatan popularitas publik ini pada akhirnya memberikan efek terhadap peningkatan penerimaan partai politik ataupun masyarakat terhadap kepemimpinannya.

Ethnic diversity is one thing needed to be considered in the leadership of local leader. This research analyze the local govermental leadership in Central Sulawesi Provice in the middle of etnic diversity of Central Sulawesi Province. The problem formulation in this research are how the accomodative leadership model of the Governor of Central Sulawesi Province in the middle of etnic diversity and what the implication of etnical accomodative leaderhsip on public policies and bureaucrat officer recruitment. Therefore, the purpose of this researc are to determine the bureaucratic political strategies conducted by The Governor of Central Sulawesi Province in accomodating their political interest and to analyze the implication of etnical accomodative leaderhsip on public policies and bureaucrat officer recruitment. This research is a descriptive research. Data was obtained by observation and in-depth interview with governmental official officers and ethnic figure. Secondary data was obtained by reviewing documents of statistical data and books related to this research. The result of this research showed that in his accommodative leadership, the Governor of Central Sulawesi Province had strategically accommodated the ethnics spreading around Central Sulawesi Province area. In the bureaucrat line, it seemed that ethnic accommodative politic was seen in the placement of structural officer that was based on certain ethnic (Kaili and Bugis) that was the strongest supporters of selected governor. The implication of this ethnic based policies had an effect on the political area in Central Sulawesi Province. It can be seen from the relaionship of the governor with his constituents. By placing persons considered as ”strong” in ethnic and had many constituents in the community, the governor hoped that it would be a tool to get public popularity. The increase in this public popularity would finally give an effect on the increase in the acceptance of political parties or community to his leadership.
