Latar belakang: Sistem Informasi Manajemen (SIM) Jaminan Pemeliharaan Kesehatan Masyarakat (JPKM) merupakan salah satu komponen manajemen untuk membantu dalam pengambilan keputusan secara cepat, tepat dan cermat dalam perencanaan, pemecahan masalah dan peningkatan kinerja JPKM. Pelaksanaan SIM Badan Pelaksana (Bapel) JPKM "Jasma Angsana" Kota Singkawang belum pernah dievaluasi sehingga belum diketahui kondisi dan peranannya secara komperhensif untuk mendukung manajemen Bapel. Tujuan: Untuk mengetahui dan menganalisis penyelenggaraan SIM Bapel JPKM "Jasma Angsana" yang meliputi komponen input, proses daroutput. Metode Penelitian: Studi kasus deskriptif. Informasi didapat melalui observasi, telaah dokumen dan wawancara mendalam pada pengelola Bapel, Badan pembina (Bapim) dan kepala puskesmas. Hasil: Untuk SIM pada komponen input ditemukan bahwa hanya di tingkat SDM manajerial yang mampu mengoperasikan komputer, tidak ada alokasi dana, sarana perangkat lunak dan keras tidak stabil, dan kebijakan pemerintah pusat maupun daerah tidak konsisten. Pada komponen proses, pengumpulan pengolahan dan penyajian data masih belum sepenuhnya terotomatisasi, yaitu gabungan antara sistem manual dan komputer dengan database flat. Penggunaan database hanya untuk pengelolaan keuangan. Penyajian data terbatas dalam bentuk tabel maupun format dan tidak diikuti dengan analisis. Output SIM berupa informasi mengenai kepesertaan, pemeliharaan kesehatan, keuangan dan administrasi/umum tetapi hasilnya belum optimal. Kesimpulan: SIM Bapel JPKM sudah berjalan namun masih ada keterbatasan dalam hal SDM, SIM yang didominasi dengan cara-cara manual dari pada berbasis komputer, prosedur yang tidak didukung oleh teknologi serta output kurang optimal. Diperlukan dana serta peningkatan SDM manajerial dalam memiliki kapasitas untuk mengelola dan mengembangkan sistem informasi yang ada.

Background: Management Information system (MIS) of Managed Care Organization (JPKM) is one of management components to take decisions quickly and accurately in the planning, problem solving and improvement of work performance of JPKM. There is no evaluation on MIS implementation of JPKM executing team `Jasma Angsana' of Singkawang so that the JPKM comprehensive condition and role to support the management of executing team has not yet known. Objectives: this study was undertaken to find out and analyze the implementation of MIS executing team of JPKM `Jasma Angsana' covering the components of input, process and output. Method: it was a descriptive, case study. Information gathered was by observation, document analysis, and dept-interview with the executing team, heads of institutions, and heads of community health centers. Results: showed that only the managerial human resources were able to operate computers, there was no fund allocation, the software and hardware were unstable, and the policies of local and central government were inconsistent. For process component, data collection and analyses were not fully automated, that is, the combination of the manual system and computer with flat database which was used only for financial matters. The presence data was in the form of table not followed by analysis. For output component, there were no optimal outcomes such as the information on participants, health maintenance and finance. Conclusions: MIS of JPKM had been run but there were limitations in the implementation such as the limitation in human resource, data processing that was dominated by manual ways rather than using computers, the procedure that was not supported by up-to-date technology, and not optimal outputs. Fund and improvement of human resource especially in the managerial team were needed to increase their capacity in managing and developing the existing information system.
