Penerapan LAN (Local Area Network) dan komunikasi organisasi di Dinas Kesehatan Kabupaten Aceh Barat

Latar belakang: Teknologi informasi semakin berperan dalam mendukung efisiensi dan efektifitas komunikasi pada organisasi modern. Salah satunya penerapan teknologi Local Area Network (LAN). Dinas Kesehatan Kabupaten Aceh Barat telah menerapkan teknologi LAN dalam mendukung komunikasi antar struktur dan pengelola program. Namun demikian, manfaat dan kendala dalam penerapan LAN belum teridentifikasi. Tujuan: Untuk mengeksplorasi Implementasi LAN terhadap: 1) Pola komunikasi; 2) komunikasi data; 3) Manfaat dan kendala dalam penerapan LAN di Dinas Kesehatan Kabupaten Aceh Barat. Metode Penelitian: Jenis penelitian ini adalah kualitatif bersifat eksploratif. Metode pengumpulan data dengan menggunakan wawancara mendalam, kuesioner dan observasi. Hasil Penelitian: Penerapan LAN tidak berjalan optimal karena jarang dipergunakan oleh sebagian besar pengguna. Penerapan LAN tidak memberikan perubahan mendasar dalam proses komunikasi data dan pola komunikasi. Keterbatasan kemampuan menggunakan komputer, tingkat kesibukan, faktor budaya dan tidak ada dukungan menajemen merupakan faktor-faktor yang menjadi penghambat dalam penerapan LAN di Dinas Kesehatan Kabupaten Aceh Barat. Kesimpulan: Penerapan LAN belum memberikan dampak positif terhadap proses komunikasi data dan pola komunikasi organisasi di Dinas Kesehatan di Kabupaten Aceh Barat karena kebutuhan sistem manajemen data yang ada pada saat ini belum sesuai dengan karakteristik LAN. Saran: Meningkatkan penataan pengelolaan data dan sinkronisasi pengembangan LAN dengan berbagai sistem manajemen di Dinas Kesehatan Kabupaten Aceh barat dan pengembangan software surveilans kesehatan sebagai pusat unit pengolahan data surveilans kesehatan di Dinas Kesehatan Kabupaten Aceh Barat.

Background: Information technology plays a major role to support effectiveness and efficiency of communication process in modern organization. Example, Local Area Network (LAN). The LAN technology has been implemented at Aceh Barat District Health Office to support communication process among divisions and program managers. However, the advantages and barriers of the implementation were unknown. Objectives: This research aimed to explore the implementation of LAN towards: 1) communication pattern; 2) data communication process; and 3) The advantages and barriers in the implementation of LAN at Aceh Barat District Health Office. Methods: The research applied a qualitative method with exploratory design. The data were collected through in-depth interview, questionnaire and observation. Results: Implementation of LAN was not useful and not optimal. The system rarely used by a large number of users. The application of the LAN technology did not change the data communication process and pattern. The organizational communication process was still running like before the implementation of the LAN system. Several factors has contributing to this issue such as the lack of capability to use the computer, level of work load, the cultural factor and the lack of management support. Conclusion: The LAN technology was under utilitied and not optimal. The Aceh Barat District Health Office did not received influential positive benefit of LAN technology to support the organizational communication process because the need of data management system which is used now is not accordance with LAN characteristic. Suggestion: The data management and data synchronization need to be addressed for improvement. The data management and synchronization should consider the various management system applied at Aceh Barat District Health Office and the development of health software surveillance as a centre of surveillance data development health unit in Aceh Barat District Health Office.
