Latar Belakang: Seiring dengan perkembangan teknologi informasi dan komunikasi yang demikian pesat serta potensi pemanfaatannya secara luas, membuka peluang penyelenggaraan kepemerintahan berbasis elektronik atau e-Government agar kualitas layanan publik lebih efektif dan efisien. Dinkes Kabupaten Hulu Sungai Selatan memasang LAN sejak tahun 2004, namun belum ada kesiapan aspek sumber daya manusia, kebijakan, dan prosedur, sehingga sistem informasi dan komunikasi berbasis LAN belum optimal. Berdasarkan hal tersebut, peneliti akan melakukan intervensi untuk mengembangkan sistem informasi dan komunikasi berbasis intranet dengan kerangka pengembangan terhadap aspek manusia (human), organisasi (organization), dan aspek teknologi (technology). Metode: Penelitian ini merupakan penelitian kualitatif dengan metode action research, populasi penelitian karyawan Dinkes Kabupaten HSS. Pengumpulan data melalui telaah dokumen, observasi, focus group discussion (FGD), wawancara mendalam, brainstorming, dan kuesioner. Hasil: Hasil yang diperoleh dalam penelitian intervensi ini adalah: (1) Pelatihan dan bimbingan teknis dapat meningkatkan pemahaman dan ketrampilan memanfaatkan dan mengelola sistem intranet; (2) Prosedur tetap dan surat edaran kepala dinas tentang pemanfaatan intranet cukup efektif meningkatkan pemanfaatan intranet; (3) Petunjuk teknis bagi pengguna mempermudah memahami memanfaatkan intranet; (4) Petunjuk teknis bagi administrator mempermudah memahami mengelola sistem administrasi intranet; (5) Sistem penghargaan berupa uang lembur, sertifikat, dan angka kredit dapat meningkatkan kinerja tim dan pengguna dalam mengakses intranet; (6) Revitalisasi tim pengelola intranet bisa meningkatkan kinerja tim; (7) Kondisi jaringan setelah intervensi menjadi lebih aman dari gangguan fisik dan non fisik, lebih mudah, dan menarik digunakan; Kesimpulan: Dengan dilakukan intervensi: (1) Peningkatan kapasitas SDM melalui pelatihan dan bimbingan teknis (2) Penataan kebijakan manajemen, melalui: kebijakan tertulis, penyusunan sistem penghargaan, prosedur tetap, revitalisasi tim, dan (3) Perbaikan teknis dan penyusunan petunjuk teknis pemanfaatan dan pengelolaan intranet dapat meningkatkan kepuasan pengguna dan pihak manajemen, serta meningkatkan kesesuaian diantara komponen pengguna, oganisasi, dan teknologi.

Background: In accordance with the fast growing development of information technology and communication as well as their wide coverage of potential use, there is a big chance to implement e-government (electronic-based government) in a hope that e-government can result in a better quality of effective and efficient public services. Hulu Sungai Selatan (HSS) District Health Office has installed LAN since 2004 but it is not yet supported by the readiness of human resource, policy, and procedural aspects so that the system does not work optimally. Therefore, intervention to develop intranetbased information and communication systems with development frames of human, organization, and technology aspects is needed. Method: In this qualitative study with an action research method, population was the officers of HSS District Health Office. Data were collected through document analysis, observation, focus group discussion, in-depth interviews, brain storming, and questionnaires. Results: From the intervention conducted, the results were (1) training and technical guiding could improve the understanding and skill in utilizing and managing intranet system; (2) standardized procedure and letter of notification from head of the health office on the utilization of intranet was effective enough to increase the intranet use; (3) the manual for the users made them easy to use intranet system; (4) the manual for the administrators made them easy to understand in managing intranet system; (5) rewarding system such as over-time work incentive, certificate, and credit point could increase the team working performance; (6) team revitalization of intranet management could improve the team working performance; and (7) the network condition after intervention became safer from both physical and non physical disturbance and easier and more interesting to use. Conclusion: Intervention has improved (1) HRD capacity through training and technical guiding, (2) policy management through the written policy, the coordination of rewarding system, standardized procedure, team revitalization, and (3) technical fixing and manual management in utilizing the users’ satisfaction as well as the management and in improving the appropriateness among the components of users, organization, and technology
