Efek pelatihan terhadap implementasi Program :: Studi kasus Pelatihan Sanitarian di Propinsi Bali tahun 2006

Besarnya manfaat evaluasi pelatihan bagi keberhasilan program penting untuk memberikan gambaran daya guna yang perlu dipertanggung jawabkan. Evaluasi pelatihan di pekerjaan merupakan tahapan yang sangat berperan dalam mencapai hasil pelatihan bagi individu, tugas dan organisasi Tujuan Penelitian: Penelitian ini secara umum adalah untuk mengetahui bagaimana proses pelatihan jabatan fungsional petugas sanitarian telah dilaksanakan dan sejauh mana efeknya pada kinerja petugas sanitarian di Provinsi Bali. Metoda Penelitian: Penelitian ini menggunakan rancangan studi kasus yaitu kasus tunggal terjalin atau embedded case. Subyek penelitian adalah Peserta pelatihan jabatan fungsional sanitarian yang diadakan pada bulan Mei dan Agustus 2007. Instrumen penelitian berupa kuesioner dan panduan wawancara mendalam sesuai dengan kerangka evaluasi Kirkpatrick. Variabel penelitian adalah pelatihan sanitasi dan praktek sanitasi dengan sub variabel adalah metode, materi dan pelatih serta dukungan manajemen berupa dana dan sarana prasarana. Pengolahan data kuantitatif dilakukan secara manual dan software komputer, sedangkan data kualitatif dilakukan transkripsi dan disajikan dalam bentuk teks secara naratif. Hasil: Persepsi peserta tentang strategi pelatihan sudah cukup baik hal ini dapat dilihat dari hasil evaluasi tentang peningkatan pengetahuan dengan pre dan postes menunjukkan hasil yang signifikan demikian juga dengan pemahaman materi sebelum dan sesudah pelatihan. Sikap Stakeholders pada umumnya mendukung dari keinginan peserta untuk berubah. Walaupun peserta menyatakan pelatihan cukup baik namun dari tahapan pelatihan ada hal yang tidak dilakukan adalah pengkajian kebutuhan pelatihan, sehingga tidak dimasukkan materi-materi lokal seperti pariwisata, mengingat Bali sebagai tujuan wisata. Sedangkan untuk dukungan manajemen sebagain besar petugas tidak tersedia dana dan sarana yang mendukung untuk pelaksanaan tugas. Kesimpulan: Materi pelatihan masih bersifat top down, metode pembelajaran masih bersifat one way method.
Background: The effectiveness of training evaluation consists of training program evaluation and training process evaluation. The utilization of training evaluation that is needed for the successfulness of the program is important to give description on the efficiency that needs to be responsible for. Training evaluation is necessary in achieving the training result individually, task and organization. Objective: The general objective of this research was to find out how was the training process of functional position of sanitarian officer had been implemented and how was the impact on the performance of sanitarian officer in the province of Bali. Method: This was a case study design with embedded case. The research subject was training participant of sanitarian functional position that was implemented in May and August 2007. Research instrument was questioner and in-depth interview guidance that was suitable with evaluation framework of Kirkpatrick. The research variable was sanitation training and sanitation practice with sub variable that was method, material and trainer as well as management support such as funding and facilities or infrastructure. The processing of quantitative data was conducted manually as well as with software computer while qualitative data was transcribed and presented in the text with narrative. Result: Participant’s perception regarding training strategy was quite good and this is showed from the evaluation result on the improvement of knowledge with pre and posttest which showed a significant result as well as an understanding of the material before and after the training. Stakeholder’s attitude was generally supporting participant’s willingness to have a better attitude. Although participant mentioned that the training was good, the training still need further observation since the local materials such as tourism considering that Bali as tourism destination was not included in the training. For management support, there was no funding and facilities provided that could support the sanitarian officer’s task implementation. Conclusion: The training material still top down, and the learning method was still one way method
