Kajian faktor-faktor yang berpengaruh terhadap perilaku petani dalam pengambilan keputusan penebangan hutan rakyat di Kabupaten Semarang

Penelitian ini bertujuan untuk mendapatkan data luas dan sebaran serta potensi hutan rakyat, mengetahui faktor-faktor yang mempengaruhi pertimbangan petani hutan rakyat dalam melakukan penebangan dan meningkatkan upaya pengelolaan hutan rakyat di Kabupaten Semarang. Metode penelitian yang dipergunakan adalah metode survey dengan mengumpulkan data sekunder dan primer. Data dikumpulkan melalui metode Purposive Sampling dan Random Sampling. Analisis data dilakukan secara diskriptif kuantitatif dan kualitatif. Analisis data kuantitatif dilakukan terhadap faktor-faktor yang mempengaruhi pengambilan keputusan petani hutan rakyat dalam melakukan penebangan, sedangkan analisis data diskriptif dilakukan terhadap kondisi sosial dan ekonomi di wilayah penelitian. Berdasarkan hasil penelitian diperoleh data luas hutan rakyat di Kabupaten Semarang sebesar + 14.713,60 Ha atau 15,48 % yang tersebar di seluruh wilayah kecamatan dengan potensi / volume seluruhnya 939.167,9 M³ atau rata-rata 63.8 M³ per hektar. Beberapa faktor yang berpengaruh terhadap perilaku petani dalam melakukan pemanenan/penebangan antara lain tingkat pendidikan, tingkat pendapatan, luas kepemilikan lahan, jumlah anggota keluarga, harga kayu dan kebutuhan. Berdasarkan dari analisis persamaan regresi ganda, menunjukkan tingkat pendidikan merupakan faktor yang paling berpengaruh terhadap perilaku penebangan, sedangkan faktor lainnya berturut-turut adalah tingkat pendapatan, kebutuhan, luas lahan dan harga kayu. Faktor jumlah anggota keluarga menunjukkan hasil yang berbeda dengan kelima faktor lainnya. Petani hutan rakyat di Kabupaten Semarang telah menerapkan kaidah-kaidah konservasi sumber daya alam dan lingkungan ditunjukkan dengan adanya diversifikasi tanaman yang terdiri dari berbagai jenis kayu dan non kayu dengan starta tajuk berkisar antara 3 sampai 4 pelapisan tajuk.

The aim of this research are getting the extensive data and the potency of community forest, knowing some factors that influence the consideration of the farmers in conducting cutting and improving the effort to manage the community forest in Semarang District. The method of the research is “The Survey Method” by collecting data such as primary and secondary data. The Data are collected by using Purposive Sampling and Random Sampling methods. The data are analyzed by descriptive, quantitative and qualitative. Quantitative analysis is conducted to some factors that influence the decision of farmers in the action of cutting of trees, while descriptive analysis is conducted to the social and economic condition in the research region. According to the result of this research, the wide of community forest in Semarang is about 14.713,60 Ha or 15,48 % that spread all over the district with potency / volume entirely 939.167,9 M3 or appoximately 63.8 M3 per hectare. Some factors that influence the behavior of farmers in the action of cutting the trees are the education level, the earnings factor, the ownership of land, the number of family members, the wood's price and human needs. Based on the equation double regress analysis, it shows that the education level is the most important factor that influence the behavior of cutting the trees. The other factors that are also influence the behavior such as the earnings factors, human needs, the wide of farm and the wood's price. The number of family members has the difference result from the other factors. The farmers in Semarang community forest have applied conservation methods in their natural resources and environment. It is showed by the crop diversification that consist of various wood and non wood with the level of canopy from 3 to 4.
