Dampak operasi pasar tradisional terhadap komponen trasportasi :: Studi kasus Kabupaten Kutai Kartanegara

Hal tersebut akibat luapan kegiatan pedagang kaki lima dan parkir on street di sekitar kawasan pasar. Penelitian ini bertujuan untuk mengetahui besarnya pengaruh yang ditimbulkan oleh aktivitas pasar terhadap kinerja ruas jalan di sekitar lokasi pasar. Hasil kajian ini nantinya akan digunakan sebagai acuan dalam melakukan penanganan yang sesuai dengan kondisi saat ini. Penelitian dilakukan dengan melakukan survei volume lalulintas dan survei parkir kendaraan. Metode analisis menggunakan Manual Kapasitas Jalan Indonesia (MKJI) 1997 untuk menentukan kapasitas jalan dan kecepatan kendaraan. Metode Ditjendat 1992 digunakan untuk mengevaluasi bangkitan parkir. Hasil analisis menyatakan bahwa pada saat beroperasi Pasar Tangga Arung nilai derajat kejenuhan pada Jalan Maduningrat sebesar 0,65 dan Jalan Danau Semayang sebesar 0,5. Sedangkan pada saat tidak beroperasi pasar, nilai derajat kejenuhan pada jalan Maduningrat sebesar 0,27 dan Jalan Danau Semayang sebesar 0,3. Kecepatan kendaraan di kedua ruas masing-masing saat jam puncak sebesar 21 km/jam dan 22 km/jam, saat pasar tidak beroperasi masing-masing sebesar 41 km/jam dan 35 km/jam. Penentuan satuan ruang parkir mobil penumpang digunakan jenis dimensi Toyota Kijang (8,3 m²), sepeda motor (1,3 m²), truk (11,5 m²) dan becak (2,4 m²). Penggunaan formula dari Ditjendat (1992) menghasilkan bangkitan parkir yang tidak rasional dengan kenyataan yang ada di lapangan. Dua alternatif penanganan yang diusulkan adalah dengan mengoptimalkan fasilitas jalan yang ada dengan penataan sudut parkir dan memindahkan areal parkir ke Terminal Tangga Arung yang berjarak kurang lebih 60 meter dari lokasi pasar.
The activities of Tanga Arung market have an enermous impact on the performance of roads, parking space, and land use. This is mainly the result of growing activities of roadside peddlers and of parking spaces along the sides of roads around the market. This study was aimed to find out the magnitude of impact causing by market activities on the perfomance of roads around the market location. The results of this study would be used as references in addressing he problems at pesent situation. This study was carried out by conducting a survey on the traffic volume and on the vehicle parking spaces. The method of analysis was based on Manual of Indonesian Road Capacity of 1997, or, Manual Kapasitas Jalan Indonesia (MKJI), which provided definitions for road capacity and vehicle speed. To evaluate the growth of parking space, this study utilized the method used by the Directorate General of Land Transportation (Ditjendat) of 1992. The result of analysis indicated that, when the Tangga Arung market was operating, the value of saturation degree of Maduningrat street and Danau Semayang street was 0.65 and 0.5, respectiely. When the market was not operating, the value of saturation degree of these two streets was 0.27 and 0.3, respectively. The average speed of vehicles on both streets during the peak hours of market operation was 21 km/hours and 22 km/hours, respectively. When the market was not operating the average speed of vehicle was 41 km/hours and 35 km/hours, respectively. The measurement of parking space unit used the dimension types of Toyota Kijang automobile (8.3 m²), motorcycle (1.3 m²), truck (11.5 m²) and becak (2.4 m²). Using the formula from Ditjendat (1992), the growth of parking space was considered as irrational since it was not matched with the facts in the field. Therefore , two alternative solutions were proposed, i.e., optimizing the existing road facilities and rearranging the parking spaces, or, alternatively, concentrating the parking area by relocating them to an area at Tangga Arung Station, 60 meters away from the market.
