Di dalam proses perecanaan pembangunan di daerah seringkali terdapat ketimpangan dalam pengambilan keputusan, sehingga keputusan yang dibuat tidak sesuai dengan harapan masyarakat. Ketidaksesuaian tersebut ternyata muncul akibat proses perencanaan yang kurang terkontrol oleh masyarakat, akibat lemahnya akses maupun ketidakjelasan regulasi. Penelitian ini merupakan upaya melihat apakah proses perencanaan pembangunan di daerah sudah sesuai dengan prinsip-prinsip dasar good governance yang menjadi basis bagi otonomi. Ada 3 parameter yang digunakan sebagai tolok ukur menilai proses perencanan pembangunan yaitu transparansi, partisipasi, dan responsifitas. Berdasarkan hasil observasi, tingkat transparansi belum efektif sehingga belum sepenuhnya dimengerti oleh masyarakat luas, tingkat partisipasi mengalami re-kondisi yang lebih baik dibandingkan sebelum era otonomi walaupun dalam pengambilan keputusan akhirnya pemerintah tetap memiliki peran dominan, sedangkan dalam tingkat responsifitas pemerintah dinilai masih kurang responsif terhadap permasalahan di masyarakat karena minimnya intensitas kontak dengan kondisi lapangan, dan kurangnya kontrol dalam pelaksanaan program. Penilaian terhadap kualitas dokumen atas 2 parameter konsistensi dan kesesuaian, ditemukan bahwa secara struktur tidak ada penyimpangan yang berarti dalam Repetada relatif sesuai dengan dokumen acuannya (Poldas, Renstrada). Akan tetapi ada indikasi bahwa dokumen repetada kurang dapat mengakomodasikan hasil dari proses musbangdes/musbangcam karena dominasi pengambilan keputusan oleh pemerintah, termasuk pengambilan keputusan didalam APBD.

In a local development planning, there is often a gap in decision making process, so that the decision made is not appropriate with society expectation. The inappropriateness frequently appears as a result of the planning process to be less controlled by society resulted from both weak access and unobvious regulations. The main purpose of this study is to find out whether or not the local development planning process is appropriate with the basic principles of good governance as the basics of autonomy. There are three parameters used as standards to evaluate the development planning process: transparency, participation and responsiveness. Based on a result of the study, it can be known that the level of transparency was not effective, so that it cannot be entirely understood by a wider society; the level of participation has undergone a recondition better than before the autonomy era, though in decision making the local government still played a dominant part; and the level of responsiveness on the society’s problems was regarded as relatively less due to the minimum of contact intensity with field condition as well as to the less control of program implementation. From the evaluation of document quality based on two parameters, i.e. consistency and appropriateness, it can be known that structurally there is no significant deviation in the annual local development planning, but actually the case is that it is relatively consistent with the document referred (Basic Patterns of Development [Poldas], the Strategic Plan of Region [Renstrada]). However, there are indications that the annual local development planning documents cannot accommodate the result of the village or sub-district development consultative process due to the fact that in decision making process the government still plays a dominant part, including in decision making on Local Budget (APBD).
