Tesis ini berjudul ”Peran Polda Maluku Utara Dalam Mencegah Konflik Kekerasaan (Studi Kasus Pasca Konflik 1999). Penelitian ini bertujuan untuk mengetahui sejauhmana peran Polda Maluku Utara dalam upaya mencegah timbulnya konflik kekerasan pasca konflik tahun 1999. Latar belakang memilih judul ini adalah karena di dearah Maluku Utara pernah terjadi konflik dengan kekerasan sehingga perlu dilakukan langkahlangkah pencegahan agar konflik yang pernah terjadi di tahun 1999 tidak terulang kembali dimasa mendatang. Penakanan di fokuskan pada upaya Polri dalam mencegah timbulnya konflik kekerasan di Maluku Utara. Penelitian ini dilakukan dengan menggunakan metode deskriptif yaitu dengan menggambarkan subyek dan obyek yang diteliti. Dalam hal ini subyeknya adalah personil Polda Maluku Utara. Sedangkan obyeknya adalah permasalahan konflik kekerasan yang terjadi di Maluku Utara dan langkah-langkah antisipasi apa yang seharusnya dilakukan. Hasil penelitian menunjukan bahwa ada beberapa hal yaitu: (1) Pada saat ini daerah Maluku Utara berada dalam fase pasca konflik, fase dimana apabila tidak ditangani dengan sungguh-sungguh maka kemungkinan akan terjadi lagi konflik dengan kekerasan seperti yang pernah terjadi pada tahun 1999; (2) Di Maluku Utara terdapat beberapa potensi konflik yang dapat mengarah pada timbulnya konflik dengan kekerasan, diantaranya: Rencana Pilkada Gubernur Maluku Utara dan Pilkada Bupati Halmahera Tengah yang akan dilaksanakan pada awal bulan Juni 2007, persoalan pemekaran wilayah Halmahera Barat dan Halmahera Utara menyangkut status 6 (enam) desa yang hingga saat ini belum ada kejelasan baik dari pemerintah daerah maupun pemerintah pusat (3) Ada beberapa aspek upaya pencegahan yang telah dilakukan Polda Maluku Utara yang perlu ditingkatkan kembali diantaranya: deteksi dini, forum silahturahmi bersama, menjalin kemitraan masyarakat dengan instansi terkait

This research is entitled “The Role of North Maluku District Police on Preventing Violence Conflict (Case Study of Post Conflict 1999)”. It has purpose to identify how far the role of North Maluku District Police on preventing the rise of violence conflict of post conflict 1999. The background of reseach is that there was occurred violence conflict in the North Maluku district that necessary to be conducted the prevention measures in order that conflict that take place in 1999 not recurred on the future. The reseach is focus on Indonesian Police efforts to prevent the rise of violence conflict in the North Maluku. The research was conducted uses a descriptive method with describing the examined subject and object. In this case the subject is the personnel of North Maluku District Police. While its object is the problem of violence conflict occurred in the North Maluku and anticipation measures to anything should be done. The result of reseach shows that (1) Today, the North Maluku was in the post conflict phase, the phase in which if not handled seriously there are possibilities a conflict recurrence with violence as have already occurred in 1999; (2) There are some conflict potencies in the North Maluku that aimed to the rise of violence conflict among other: District Head Election Plan of the Governor of North Maluku and District Head Election of the Regent of Central Halmahera that would be implemented on the early of June 2007, the enlargement problem of West and North Halmahera region concerning with 6 (six) villages status that up till now there are clarification both from district government or central government (3) There are some prevention effort aspect that has been conducted by the North Maluku District Police that necessary to be increased again among others; early detection, joint visitation forum, build community partnership with the related institution.
