Salah satu bentuk kesenjangan gender yang ada adalah dalam hal keterwakilan politik perempuan pada pemilu legislatif 2004, dimana fenomena ini juga terjadi di Provinsi Sulawesi Tengah. Penelitian ini mengangkat permasalahan tentang faktor-faktor apakah yang menyebabkan rendahnya keterwakilan politik perempuan di DPRD Provinsi Sulawesi Tengah?. Adapun tujuan penelitian ini adalah untuk menganalisis faktor-faktor yang menyebabkan rendahnya keterwakilan politik perempuan di DPRD Provinsi Sulawesi Tengah. Rendahnya keterwakila politik dioperasional dalam dua indikator yaitu pemenuhan kuota 30% dalam daftar calon anggota legislatif, dan jumlah perempuan yang duduk di lembaga legislatif. faktor-faktor penyebab dioperasionalkan dengan dua indikator yaitu hambatan budaya, terdiri dari adanya budaya patriarkhi, dan stereotip negatif yang melekat pada perempuan, serta hambatan struktural yang terdiri dari kebijakan negara, kualitas perempuan dilihat dari sisi pendidikan, dan ketentuan internal partai. Penelitian ini adalah penelitian deskriptif kualitatif dengan objek kajian lapangan adalah lembaga-lembaga politik formal Provinsi Sulawesi Tengah yaitu difokuskan pada partai yang memiliki anggota legislatif di DPRD Provinsi Sulawesi Tengah. Teknik pengumpulan data terdiri dari metode dokumentasi, wawancara, dan observasi. Hasil penelitian menunjukkan bahwa keterwakilan politik perempuan di DPRD Provinsi Sulawesi Tengah masih rendah. Hal ini tercermin dari tidak terpenuhinya kuota sebesar 30% untuk calon anggota legislatif. Berbagai faktor memberikan pengaruh terhadap rendahnya keterwakilan politik perempuan di DPRD Provinsi Sulawesi Tengah. Hambatan budaya dan struktural menunjukkan pengaruh yang besar yang menjadikan rendahnya keterwakilan politik perempuan di DPRD Provinsi Sulawesi Tengah. Budaya patriarki dan adanya stereotip negatif yang melekat pada perempuan turut berperan sebagai hambatan budaya.

One of gender gap is in female political representation in the legislatif election of 2004, in which this phenomenon has also happened in Central Sulawesi Province. This research had a problem formulation about what had caused the low female political representation in DPRD of Central Sulawesi Provinsi? The purpose of this rsearch was to analyze the factor causing the low female political representation in DPRD of Central Sulawesi. The low political representation was operationalized using two indicators. They were the fulfilling of 30% quota in the legislative candidates list and the number of female seating in legislative institution. The causing factors was operationa lized using two indicators. They are cultural obstacle, including the patriarchal culture, and the negative steretotype attached in the female, and the structural obstacles including the state policies, the female quality in educational side, and the party internal legislation. This research is qualitative-descriptive research by the field object was the formal political institutions in Central Sulawesi Province. It was focused on the party owning the legislative members in the DPRD of Central Sulawesi Province. The data collection techniques were documentation, interview, and observation technique. The result of this research showed that the female political representation in DPRD of Central Sulawesi Province was still low. It could be seen from not the fulfilling of quota as 30% for the legislative member candidates. There were many factors contributing to the low female political representation in DPRD of Central Sulawesi Province. The cultural and structural obstacle had big influence to the low female political representation in DPRD of Central Sulawesi Province. The patriarchal culture and the negative stereotype attached in woman was also contributing as a cultural obstacle.
