Diplomasi preventif dalam ARF :: Upaya untuk mengatasi masalah-masalah keamanan di wilayah Asia-Pasifik

Penelitian ini bertujuan untuk membahas peran ASEAN Regional Forum atau ARF dan menganalisa diplomasi preventif dalam ARF dengan menerapkan teori Rezim dan teori cooperative security. Pada awalnya, penulis menjelaskan struktur ARF untuk menganalisa bagaimana cara untuk membuat konsensus dan kepatuhan terhadap keputusan ARF. ASEAN-Way diterapkan dalam ARF. Oleh karena itu, keputusan berdasarkan konsensus dan principle of non-interference in the internal affairs dipatuhi secara kuat. Dalam bab III, penulis membahas Confidence Building Measures atau CBM dalam ARF. Dalam ARF, dialog tentang keamanan dilaksanakan secara aktif sampai pada saat ini. Oleh karena itu, CBM dalam ARF bisa dikatakan sukses walaupun keberhasilannya belum cukup. Dalam bab IV, penulis melanjutkan pembahasan diplomasi preventif dalam ARF. Penulis membahas teori, sejarah, dan kasus-kasus diplomasi preventif yang sudah dilaksanakan oleh PBB dan OSCE pada awal bab ini. Selanjutnya, penulis menganalisa dengan membandingkan antara diplomasi preventif dalam ARF dengan diplomasi preventif dalam OSCE. Sebagai kesimpulan, ARF berperan sebagai rezim untuk cooperative security dan berhasil untuk meningkatkan sebagian transparansi keamanan di wilayah Asia-Pasifik, walaupun diplomasi preventifnya belum diterapkan ke dalam konflik yang nyata.

This thesis aims to consider the role of ASEAN Regional Forum (ARF) by analyzing the preventive diplomacy by ARF. Author uses the international regime theories and cooperative security in order to argue this issue. In the chapter II, structure of ARF is considered in order to analyze a decision making process of ARF. ASEAN-Way has a relatively strong influence on ARF. For example, decisions in ARF are made upon consensus, and principle of non-interference in the internal affairs is implemented. In the chapter III, Confidence Building Measures (CBM) of ARF is discussed with the fact of ARF’s efforts. Dialogue in ARF can be said to be active. Therefore, security transparency has been improved even though the process has not been completed yet. In the chapter IV, preventive diplomacy in ARF is examined. Firstly, theory of preventive diplomacy is explained. Secondly, experiences by United Nations and OSCE are referred. Finally, preventive diplomacy in ARF is analyzed, comparing with preventive diplomacy in OSCE. As a conclusion, CBM of ARF, as a regime for cooperative security, is relatively successful so transparency in the Asia-Pacific region is improved, but preventive diplomacy in ARF has not yet tackled fully because of the structure of ARF.
