Pengawasan pelaksanaan Program Posyandu di Kota Pontianak

Latar Belakang Masalah. Posyandu di Kota Pontianak berjumlah 204 berperan membantu 22 puskesmas dalam penyelenggara pelayanan kebutuhan kesehatan dasar bagi masyarakat yang tersebar di 5 kecamatan.Tingkat perkembangan posyandu di Kota Pontianak tidak mengalami perubahan dari tahun ke tahun. Dinas kesehatan dan puskesmas telah melakukan usaha untuk meningkatkan hal tersebut melalui revitalisasi posyandu yang dilakukan hampir setiap tahun. Tingkat perkembangan posyandu merupakan gambaran kinerja dari pelaksanaan posyandu. Pelaksanaan program posyandu tidak terlepas dari fungsi manajemen. Dinas kesehatan dan puskesmas berperan dalam manajemen pelaksanaan posyandu. Pada proses pelaksanaan posyandu yang berperan adalah fungsi manajemen pengawasan. Metode Penelitian. Penelitian ini adalah kualitatif dengan rancangan studi kasus. Sampel menjadi sumber informasi adalah Kepala Dinas Kesehatan, Kasubdin Promkes dan Pemberdayaan Masyarakat, Kasubdin Yankes, kasubdin Kesga, Kasie.PSM, 4 orang Kepala Puskesmas, 8 posyandu dan 16 kader posyandu terpilih. Data atau informasi primer dikumpulkan melalui wawancara mendalam (in-depth interview) dibantu dengan alat pedoman wawancara. Untuk menjamin validitas data dalam penelitian ini, dilakukan teknik triangulasi. Hasil Penelitian. Puskesmas, kader dan dinas kesehatan sebagai pelaksana kegiatan posyandu. Kegiatan yang dilaksanakan belum memenuhi standar kegiatan yang ditentukan, seperti penentuan jadwal kegiatan dan pemilihan lokasi posyandu. Dalam pelaksanaan posyandu petugas kesehatan dan kader memberikan pelayanan minimal. Pengawasan pelaksanaan posyandu belum penggunakan standar kegiatan sebagai standar pengawasan. Tidak ada petugas khusus dan penjadwalan pengawasan posyandu. Pengawasan lebih sering menggunakan metode analisa laporan tertulis. Tidak semua hasil pengawasan dilakukan evaluasi dan ditindak lanjuti. Kesimpulan. Dalam manajemen pelaksanaan posyandu, penerapan standar kegiatan pada setiap kegiatan dan standar pengawasan dalam melakukan pengawasan oleh stakeholder akan berpengaruh pada peningkatan kinerja dan tingkat perkembangan posyandu, sehingga tujuan pelaksanaan program posyandu dapat tercapai.

Background: Pontianak has 204 Posyandu (Integrated Village Service Post) located at 5 subdistricts and 22 community health centers with various independency level that is not changing from year to year. Almost each year, Pontianak health Office and those community health centers have been trying to increase the quality of health care for the community by revitalizing Posyandu throughout Pontianak. The quality of Posyandu is an obvious description of its performance towards the implementation that is not separable with management function. Health office and community health centers play a vital role in Posyandu management, especially in controlling management function. Objective: to find out the control on the implementation of Posyandu programs in Pontianak. Method: it is a qualitative study with case study design. The primary data are taken through in-depth interview, head of sub division of health promotion and community empowerment, head of sub division of health service, head of community involvement division, four heads of community health center, Posyandu, and selected Posyandu cadres. Triangulation technique is used to guarantee the data validity. Result: Posyandu programs are conducted by community health center, cadres, and health offic e. However, most of the programs conducted have not fulfilled the standars of the activity yet such as program scheduling and the choice of the site. The health providers and cadres still service minimum. The implementation of posyandu controlling has not fulfilled the standard of controlling. There are no specific health providers and scheduling of posyandu controlling. The controlling often uses written report analysis method. Not all programs are evaluated and fullowed up. Conclusion: In posyandu management, the implementation of activity standard in every activity and controlling standard in controlly activity by stakeholder will effect the posyandu performance and development level so that the objective of posyandu can be achieved well.
