Evaluasi Program Peningkatan Ekonomi Masyarakat Pesisir melalui Proyek Penyediaan Kapal Ikan di Kabupaten Flores Timur :: Studi kasus kelompok nelayan

Potensi penangkapan ikan pelagis cukup besar di sekitar perairan Kabupaten Flores Timur, sehingga mempengaruhi kontribusi sektor perikanan terhadap PDRB cukup signifikan dari tahun ke tahun. Produksi ikan pada 6 tahun terakhir mengalami fluktuasi yang cukup tajam. Di mana pada tahun 2004-2006 tingkat produksi ikan tuna dan cakalang semakin menurun. Maka tujuan penelitian ini untuk menilai manfaat ekonomi dari proyek penyediaan kapal ikan, memperkirakan waktu pengembalian kredit, dan membandingkan tingkat produksi ikan antara target dengan riil. Ada beberapa faktor penting dalam menganalisis hasil penelitian ini yaitu evaluasi pelaksanaan proyek melalui kriteria rasio manfaat terhadap biaya (B/C ratio) dan kriteria hasil usaha (IRR) melalui metode NPV, teknik mengestimasi target waktu pengembalian kredit metode deviasi z dan mengkaji tingkat produksi antara target dan riil melalui metode pengujian beda dua rata-rata. Faktor-faktor yang dianalisis tersebut sangat mempengaruhi kelangsungan proyek, yang berkaitan dengan efektif tidaknya pada tahun-tahun yang akan datang. Hasil penelitian menunjukkan bahwa manfaat ekonomi dari kelompok pengadaan kapal dari tahun 2001-2004 cukup efektif atau layak, di mana rata-rata B/C di atas 1 dan estimasi dari NPV pada tahun ke-10 positif atau di atas 0. Kurun waktu pengembalian kredit di mana ada sekitar 14 kelompok nelayan yang terwakili kemungkinan mengalami ketunggakan, sedangkan sisanya 11 kelompok nelayan yang terwakili kemungkinan tepat waktu dalam pengembalian kredit. Tidak tercapainya target produksi pada tahun 2006, sehingga rata-rata penurunan untuk produksi ikan cakalang sebesar 50.877,85kg dan rata-rata penurunan produksi ikan tuna sebesar 10.312,91kg. Penurunan produksi pada tahun 2006 tersebut akan mempengaruhi penerimaan pendapatan setiap anggota kelompok nelayan. Besarnya pendapatan tersebut dapat dikatagorikan masih di bawah pendapatan per kapita nasional walaupun di atas pendapatan per kapita regional. Oleh karena itu, hipotesis yang mengatakan bahwa proyek pengadaan kapal ikan sebagai alternatif memperkuat ekonomi rakyat, sehingga dapat meningkatkan pendapatan kelompok nelayan di Kabupaten Flores Timur, disimpulkan sebaiknya ditolak.

The territorial coast East Flores Regency is a potential location for pelagis catching. It significantly contributes the gross regional domestic product rate in fishery section for some years. During the last 6 years, there was significant fluctuation happened in fishery sector product showed by the decrease of tunas and cakalangs product especially in 2004-2006 therefore this research objective is to value the economical benefit of the vessel supply to the community, to estimate the credit return time, and to compare the target product with the real product. There are some important factors applied in analyzing this research finding, they are; the evaluation of the project implementation by using the benefit ratio criteria toward cost (B/C ratio) and the internal rate of return (IRR) through NPV method, estimation of the credit return time with “z” deviation method and the real product rate calculation through difference of two mean method. The research analysis shows that those factors significant affect the project sustainability which relates to the effectiveness of the project for coming years. The research finding shows that in 2001-2004 the vessel supply for the community gives valuable economical benefits effectively, where the mean of B/C is more than 1 and the estimation of the NPV the tenth year is more than 0. During the credit return time, there are 14 groups of fisherman as the representatives have accrued fishermen have possibility to pay the credit return in time. The mean of cakalangs products decrease until 50.877,85 kg and tunas 10.312,91 kg make the fishery product 2006 fail to meet the target product. The decrease of the product affect the income of each fisherman groups that is categorized as low rate national per capita income though it is higher than the regional per capita income. Therefore the hypothesis that claims the vessel supply project as alternative is to empower the community income as well as to increase the fishermen income in East Flores Regency is rejected.
