Proyeksi kebutuhan investasi dalam meningkatkan pertumbuhan ekonomi di Kabupaten Simeulue 2007-2010

Penelitian ini bertujuan untuk mengetahui proyeksi kebutuhan investasi dalam meningkatkan pertumbuhan ekonomi di Kabupaten Simeulue 2007-2010 pada tingkat pertumbuhan ekonomi sebesar 2,14% untuk mengimbangi dengan tingkat pertumbuhan penduduk sebesar 2,14% dan peningkatan pertumbuhan ekonomi sebesar 3%. Penelitian ini menggunakan data sekunder dalam bentuk runtun waktu (Time Series) periode tahun 2000-2004. Data tersebut terdiri dari data PDRB menurut lapangan usaha atas dasar harga konstan 2000, data realisasi belanja pembangunan (investasi pemerintah daerah) dan kredit investasi masyrakat serta. Data tersebut diperoleh dari dinas/instansi yang ada di Kabupaten Simeulue serta bank yang ada di Kabupaten Simeulue. Dari data pertumbuhan ekonomi (PDRB riil) dan data investasi baik pemerintah maupun swasta/masyarakat tersebut dianalisis dengan menggunakan pendekatan ICOR. Hasil analisis penelitian ini dapat diuraikan sebagai berikut: 1. hasil perhitungan didapat besaran rata-rata ICOR Kabupaten Semeulue 14,04. Angka ICOR sebesar 14,04 dapat dikatakan lebih tinggi bila dibandingkan dengan penelitian sebelumnya, ICOR Kabupaten Daerah Tingkat II Sumba Timur sebesar 2,51, ICOR Propinsi Kalimantan Timur sebesar 7,14, ICOR Provinsi Riau sebesar 3,41, ICOR Kota Padang Panjang sebesar 3,74; 2. proyeksi kebutuhan investasi Kabupaten Simeulue tahun 2007 dan 2010 pada tingkat pertumbuhan ekonomi sebesar 2,14 untuk menyamakan dengan pertumbuhan penduduk sebesar 2,14% dengan ICOR 14,04 sebagai berikut: dalam menganalisis kebutuhan investasi pada tingkat pertumbuhan ekonomi sebesar 2,14% dengan ICOR 14,04 maka kebutuhan investasi Kabupaten Simeulue untuk tahun 2007 adalah sebesar Rp52,79 milyar, tahun 2008 sebesar Rp53,92 milyar dan pada tahun 2009 sebesar Rp55,07 milyar dan tahun 2010 sebesar Rp56,25 milyar, sedangkan untuk pertumbuhan ekonomi sebesar 3% dibutuhkan investasi sebesar Rp75,88 milyar untuk tahun 2007, untuk tahun 2008 kebutuhan investasi sebesar Rp78,16 milyar, untuk tahun 2009 dibutuhkan investasi sebesar Rp80,51 milyar sedangkan untuk tahun 2010 dibutuhkan investasi sebesar Rp82,92 milyar.

This research aim to projection requried invesment increase the economic growth in Simeulue Regency on 2007- 2010 on the level or economic growth in 2,14% to balance with the level of popolation growth as 2,14% dan increasing the economic growth as 3%. This research is using seconder data in the form of time series on 2000-2004 period. The data consits of PDRB data according to work field that based on 2000 constant price, investment credit realization data and also government and private/society investment data. Those data are taken from the departments at Simeulue Regency and the bank thet exsit on Semelue Regency. The data of economic growth (the real PDRB data) and investment data, both from government and private/society, are analized by ICOR approach. The results of the research are: 1. the results of calculation can be acheaved the avarage of ICOR Semelue Regency 14,04. The number of ICOR as 14,04 can be said higeher than the research before, ICOR of East Sumba as 2,51, ICOR of East Kalimantan Province as 7,14, ICOR of Riau Province as 3,41, ICOR of Padang City as 3,74; 2. PDRB projection of Simeulue Regency in 2007-2010 in the economic growth level as 2,14% to get the same the economic growth as 2,14% with the ICOR 14,04 as the follows; in analzing the requred of invesment at the economic growth as 2,14% with the ICOR 14,4 an then the required invesment on Semelue Regency for 2007 years needs as Rp52,79 million, for 2008 needs Rp53,92 million, in the 2009 as Rp55,07 million and the years of 2010 as Rp56,25 million, an then for the economic growth as 3% neede the invesment as Rp75,88 million for the year of 2007, for the years of 2008 the required invesment as Rp78,16 million, for the yaer of 2009 needs as Rp80,51 million but for the year of 2010 needs the required invesment as Rp82,92 million.
