Residents' perception and attitude toward Gung River in Tegal City Indonesia

Problem polusi sungai Gung di Kota Tegal oleh berbagai polutan yang terus terjadi selama ini perlu segera ditanggulangi. Salah satu yang ikut andil dalam polusi sungai adalah warga yang tinggal di sepanjang sungai Gung yang setiap hari menghasilkan sampah, baik sampah padat rumah tangga maupun limbah toilet rumah tangga. Penelitian ini berusaha melakukan pendekatan humanis dengan mencoba menginvestigasi dan menilai persepsi dan sikap warga yang tinggal tepi sungai Gung kota Tegal terhadap sungai Gung, untuk mendapatkan masukan informasi yang berguna untuk merumuskan cara yang tepat dalam meningkatkan kebersihan sungai Gung. Selanjutnya penelitian ini juga mencoba menjawab apakah persepsi warga terhadap sungai tersebut berpengaruh terhadap sikap mereka. Tipe penelitian ini adalah bersifat gabungan eksplanatori deskriptif riset dengan menggunakan teknik sampling random untuk 60_ responden dari masyarakat yang tinggal di tiga Kelurahan yang berbeda yaitu kelurahan Kejambon, Mangkukusuman, dan M intaragen, dimana tiap kelurahan diambil 20 responden. Selain itu juga dilaksanakan wawancara dengan narasumber terpilih baik dari warga kelurahan tersebut maupun dari intstansi terkait pemerintah kota yang bertanggung jawab dalam masalah kebersihan sungai. Hasil penelitian menunjukkan bahwa hipotesa “persepsi warga terhadap sungai akan memepengaruhi sikap warga terhadap sungai” dapat seluruhnya diterima. Pada umumnya responden sudah mempunyai persepsi yang positive terhadap fungsi sungai yang selanjutnyajuga mempengaruhi sikap yang positif pula dari responden tentang fungsi sungai. Selanjutnya dari penelitian ini juga diketahui bahwa seratus persen responden yang tinggal di tepi sungai mempunyai sikap yang positif yaitu tidak pernah membuang sampah ke sungai karena mereka sudah mempunyai persepsi kemana seharusnya membuang sampah. Namun di lain pihak respondenjuga mengaku bahwa masih ada yang membuang langsung limbah toilet mereka ke sungai Gung karena mereka berpersepsi kalau limbah toilet boleh langsung dibuang ke sungai. Selain itu ada dari hasil wawancara terungkan bahwa ada juga mereka yang terpaksa membuang limbah toilet langsung ke sungai karena tidak mempunyai lahan lagi untuk membuat septik tank. Dari hasil wawancara juga diketahui bahwa sampah yang ada di sungai Gung selain berasal dari hulu juga dari warga kota yang masih membuang sampah ke sungai Gung. dimana mereka umumnya tinggal agak jauh dari tepi sungai. Sehingga penanganan polusi sungai Gung harus dilakukan dengan terintegrasi termasuk bekerjasama dengan pemerintah Kabupaten Tegal sebagai pemilik hulu sungai dimana warganya diduga cukup signifikan dalam membuang limbah ke sungai Gung.

The pollution problem of Gung River in Tegal City caused by many kinds of pollutants has to be overcome as soon as possible. One of the actors that make Gung River polluted is the residents who occupy settlement on the banks of Gung River that always produces household waste and human waste. This research aims to investigate perception and attitude of residents who settle on the banks of Gung River. Expectedly, this research can provide useful information that can be used to improve cleanliness of Gung River. This is an exploratory research using a random sampling technique. In this research was taken sixty respondents of the residents who settle on the riverbank in three different urban villages of Kejambon, Mangkukusuman and Mintaragen. Besides, interviews were also conducted with selected respondents and personnels of related local government institutions responsible for river pollution problem. The results of this research show that the hypothesis; “residents’ perception will influence residents’ attitude toward the river” is accepted. In general, respondents have owned positive perception toward the purpose of the river that further will influence their positive attitude toward the river. The research found that all of respondents who live on riverbanks have a positive attitude that they have never disposed garbage into the river because they have perception that the river is not a place for disposing garbage. Nevertheless, there are some respondents stated that they still dispose human waste directly to the river because they perceive that human waste may be disposed into the river directly instead of septic tanks. In addition, selected respondents stated that they still dispose human waste to the river because they have no space for installing septic tanks. Moreover, from interviews were also obtained information that the garbage on the riverbed is not only from the residents in the upstream areas but also from the residents of Tegal City who live far from the banks of Gung River. Finally, to overcome pollution problem of Gung River, integrated programs, involving all residents who live along riverbanks and in cooperation with the local government of Tegal Regency as the responsible of the upstream of Gung River, should be conducted.
