Pengaruh pembangunan industri terhadap perkembangan wilayah :: Studi kasus PT. Toba Pulp Lestari di Kecamatan Porsea

Salah satu alternatif strategi kebiajakan pembangunan industri dalam upaya mengejar pertumbuhan suatu wilayah/daerah menurut teori maupun konsep para futurist terdahulu tidak hanya didasarkan pertimbangan untuk mengejar pendapatan negara/daerah dari penerimaan pajak. Dan atau pertimbangan bahwa industri hanya dipandang sebagai proses pegolahan sumber daya alam menjadi suatu produk untuk pemenuhan kebutuhan konsumen saja. Namun lebih dari itu pilihan alternatif terbaik harus didasarkan pertimbangan yang komprehensip. Artinya industri harus mampu menciptakan sinergi dengan masyarakat dan mampu merangsang pertumbuhan investasi industri-indutri lain yang memiliki keterkaitan dengan industri yang akan dibangun serta membangun lingkungan yang aman dan sehat. Berangkat dari pemahaman diatas, tulisan ini mencoba mengangkat permasalahan, seperti apakah sebenarnya pengaruh industri terhadap perkembangan wilayah ? dan apakah kontribusi yang diperoleh wilayah dari eksistensi industri itu ? Untuk pemecahan masalah ini, penelitian dipilih di wilayah kecamatan Porsea, karena dari semua kecamatan yang ada di Sumatera Utara, hanya kecamatan Porsea yang memiliki industri pengolahan paper pulp dengan kapasitas ekspor mencapai rata-rata 40.500 ton/tahun dan meraup keuntungan di pasar ekspor mencapai 10.105.000 dollar/tahun belum termasuk 27 % produk dipasar domestik. Industri ini juga mampu menyerap tenaga kerja mencapai 5.275 jiwa. Penelitian dilakukan dengan menggunakan metode survey langsung ke wilayah penelitian dengan menggunakan analisa indikator-indikator sosial, ekonomi dan analisa perubahan fisik wilayah. Penelitian ini adalah penelitian deduktif, menggunakan analisa statistik deskriptif, yaitu menggunakan formulasi statistik untuk menghitung indikatorindikator sosial ekonomi. Juga digunakan analisa struktur ekonomi, analisa HDI, analisa LQ dan analisa peta. Dengan menggunakan analisa tersebut, hasil penelitian menunjukkan bahwa industri paper pulp berpengaruh terhadap perkembangan wilayah dilihat dari besaran kontribusi terhadap transformasi sosial, seperti perubahan struktur penduduk, perkembangan Human Development Index (HDI), transformasi struktur ekonomi dari sektor primer ke sektor sekunder dan besaran self sufficiency dilihat dari analisa location quotient yang membuktikan besaran pengaruh industri paper pulp terhadap perkembangan wilayah. Dalam tulisan ini juga dilengkapi dengan map analiss untuk mengidentifikasi perubahan guna lahan kecamatan Porsea. Perubahan yang terjadi tidaklah seperti harapan oleh para futurist tentang keberadaan industri terhadap growth pole, apaligi terhadap spread effect . Karena eksistensi industri jenis pengolah produk setengah jadi (paper pulp) hanya spesifik untuk melengkapi kebutuhan industri kertas di luar wilayah Sumatera. Artinya industri ini tidak mampu menciptakan pertumbuhan investasi di sektor yang sama dan di sektor lainnya, sebab sistem produksi tidak memacu interaksi antar industri dengan industri. Yang terjadi hanyala interaksi dengan masyarakat karena kebutuhan tenaga kerja disekitar lokasi industri dan tidak meyebar kedaerah lain.

One of the strategy alternatives for industrial development policy to accelerate regional growth as according to the concepts or theories proposed by futurists should not consider only income increase from tax revenue. Neither should it consider that industry is seen as a process of natural resources manufacturing into products that satisfy consumers’ needs. The consideration should venture further than these short-term gains, in that the best alternative must be based on a comprehensive consideration. In other words, industry must be able to create a synergy with the society and to encourage the growth of investment of other industries having close relations with the industry to be set up, as well as to develop environment into a safe and healthy life. From that understanding, the research addresses the questions: what are industrial effects on regional development? And what are contributions a region receives from that industrial extension? To answer these questions, the research was conducted in Porsea sub-district as it is the only sub-district in North Sumatra province which has paper processing industry. This industry has an export capacity of 40.500 tons/year and gets profits from export sales as much as $10,105,000/year plus another 27% from domestic sales. It absorbs 5,275 workers. The research used direct survey method combining analyses on socialeconomic indicators and regional physical change. The research belongs to a deductive research which employs descriptive statistic analysis, i.e., using statistic formulation to calculate social-economic indicators. It also uses economic structural analysis, HDI analysis, LQ analysis, and map analysis. The analyses results show that the pulp paper industry gives effect to the regional growth as seen from the amount of contribution to social transformation such as a change in population structure, an increase of Human Development Index (HDI), and transformation of economic structure from primary sector into secondary sector, as well as from the amount of selfsufficiency identified from the location quotient analysis which shows the extent of paper pulp industrial effect on regional growth. The map analysis results show that the change of land use does not meet the futurists’ expectation of the effect of industry toward growth pole or spread effect. The major reason is this pulp paper industry produces half-finished product that is specific to feed paper industry outside Sumatera. It means, this industry is unable to stimulate investment growth in the same sector and in other sectors since the production system does not allow interaction among industries. It creates only an interaction with the local society which provides labors, and even it does not spread to other societies at large.
