Sispio analysis on revitalization of city centre of Slawi City Tegal Regency

Salah satu strategi yang dikembangkan untuk pembangunan kota oleh pemerintah Kabupaten Tegal adalah dengan merevitalisasi pusat kota Slawi. Proyek ini bertujuan untuk mengubah fungsi sebuah kawasan di pusat kota dari pasar tradisional menjadi pusat perdagangan dan jasa modern. Penelitian ini bertujuan untuk menggali beberapa nilai penting dari strategi tersebut dengan menggunakan SISPIO analysis, yang merupakan alat analisa yang dikembangkan untuk menganalisa strategi pembangunan secara menyeluruh. Analisis tersebut meliputi situasi, inisiatif, startegi, input dan output dari strategi pembangunan yang di terapkan melalui proyek atau program pembangunan. Hasil analisis menunjukan, pemikiran awal untuk melakukan revitalisasi sangat relevan berdasarkan pada potensi dan keadaan kota yang ada. Kemampuan politik pemerintah daerah dalam mengatasi kendala utama dari strategi sangat dibutuhkan. Pemerintah Daerah dan pihak swasta berperan utama dalam mengembangkan inisiatif mengenai revitalisasi pusat kota Slawi. Politik dan ekonomi merupakan motif utama pemilihan strategi. Sehingga beberapa kepentingan masyarakat harus dikorbankan meskipun proyek tersebut terlaksana dengan baik berkat kekuasan pemerintah daerah dan kemampuan teknis pihak swasta. Tujuan dan sasaran dari proyek tersebut cukup jelas tetapi visi dari kota Slawi sangat tidak jelas. Visi kota Slawi merupakan visi daerah. Kombinasi dari rational model dan collective choice sangat efektif dalam memperkuat proses akhir pengambilan keputusan dari perencanaan proyek. Pemerintah daerah berperan penting dalam proses pengambilan keputusan meskipun semestinya semua stakeholders memberikan kontribusi yang seimbang dalam keseluruhan proses pengambilan keputusan. Untuk melindungi dampak dari perubahan politik maka kepastian hukum dari proyek sangat penting. Dari sisi hukum dukungan politik dan dasar hukum dari proyek cukup kuat untuk kelangsungan proyek. Terselesaikannya proyek merupakan bukti keberhasilan kerjasama antara pemerintah daerah dan pihak swasta dalam strategi pembangunan kota. Pembagian tugas dan tanggung jawab yang jelas dalam struktur organisasi merupakan kunci sukses pelaksanaan kerjasama. Hubungan yang baik merupakan faktor lain yang mempengaruhi efektifitas dalam proses pengambilan keputusan dalam perspektif yang luas termasuk dalam penyusunan anggaran. Kajian menyeluruh terhadap kelayakan proyek sangat diperlukan dalam proses pengambilan keputusan untuk menghindari hal-hal yang tidak diharapkan dari pelaksanaan proyek meskipun selesainya proyek memberi keuntungan dalam perkembangan fisik dan sosial ekonomi kota. Beberapa rekomendasi dapat diberikan dari penelitian ini. Strategi pembangunan kota semestinya mempertimbangkan visi, potensi serta keadaan aktual dari kota tersebut dari perspektif yang luas. Aspirasi masyarakat semestinya lebih dilibatkan dan komunikasi dengan masyarakat sangat di perlukan dalam proses pengambilan keputusan.. Untuk kelangsungan proyek di masa mendatang komitmen dari segenap stakeholders sangat diperlukan. Akhirnya kajian lingkungan sangat penting dalam proses perencanaan dengan mempertimbangkan semua dampak yang mungkin termasuk dampak negatif dari pelaksanaan proyek.

One strategy developed for the city development, approved by the local government of Tegal regency, is a project of revitalization of the city centre of Slawi. The project is to change the function of an area located in the city centre from a traditional market into a modern trade centre. SISPIO analysis, which is a tool developed to analyse the development strategy comprehensively to get critical points from the strategy is used in this research. The analysis includes the situation, initiative, strategy, input, and output of the development strategy which is implemented in a particular program or project. Based on the analysis, the initial idea for revitalization is relevant founded on the potential factors and current conditions of the city. The political capability of local government agencies to overcome the main obstacle of the strategy is required. The development initiative of the revitalization of the city centre of Slawi was lead by the local government of Tegal regency and the private sector. Politics and economics are the major motives for the chosen strategy. As a result even though the project was accomplished well due to the power of the local government and technical abilities of the private sector, a few of the public aspirations were lost. The goals and objectives of the project were observably discovered, but the vision of the city can not be identified clearly. The vision of the city is part of a regional vision. The blend of a rational model and collective choice effective provide a way to strengthen the final decision making process of the project planning. The local government plays an important role in the decision making process even ideally the contribution of all stakeholders is required for the decision making of the whole process. Statutory of the project is important to prevent the impact of change in the political area. Political support and legal documents for the project are legitimate enough for the sustainability of the project from a jurisdiction context. The accomplishment of the project reflects the successfulness of the public-private partnership in the city development strategy. The key of the effectiveness and efficiency of the partnership in the project implementation is the clearness of job division as well as responsibility in organizational structure. Other factors that influence the effectiveness of the decision making process in a broader perspective include financial arrangements and good personal relations. Even though the accomplishment of the project provides an advantage in the physical as well as socio economic development of the city nevertheless a comprehensive study about the feasibility of the project is absolutely required in the decision making process to avoid the negative effect as unexpected result from the implementation of the project. Some recommendations can be made as part of the research. Strategies for development of the city should consider the city vision, potential factors and refer to the actual conditions of the city in the broader perspective. Public aspirations should be more equally involved and public communication is required in the decision making process. Commitment from all the stakeholders for the sustainability of the project is important. Finally environmental assessment is important and the planning process should consider all the impacts of the program including the possibility of negative impacts
