Kajian kebijakan Pemerintah Daerah terhadap perkembangan industri kecil-menengah :: Studi kasus industri pengecoran logam di Kecamatan Ceper Kabupaten Klaten

Industri pengecoran logam di Kecamatan Ceper Kabupaten Klaten, memiliki peran yang sangat penting dalam perekonomian Kecamatan Ceper khususnya dan Kabupaten Klaten pada umumnya. Peran tersebut terlihat dalam menciptakan lapangan kerja yang luas bagi masyarakat dan dalam pembentukan produk domestik regional bruto bagi Kecamatan Ceper dan Kabupaten Klaten. Penelitian ini berjudul “Kajian Kebijakan Pemerintah Daerah terhadap Perkembangan Industri Kecil-Menengah, Studi Kasus Industri Pengecoran Logam di Kecamatan Ceper Kabupaten Klaten”. Adapun tujuan dari penelitian ini adalah (1) mengetahui perkembangan industri pengecoran logam di Kecamatan Ceper (2) mendeskripsikan kebijakan Pemerintah Daerah Kabupaten Klaten untuk industri pengecoran logam di Kecamatan Ceper (3) mengetahui efektifitas kebijakan pemerintah daerah tersebut terhadap perkembangan industri pengecoran logam. Penelitian dilakukan dengan menggunakan metode deskriptif kualitatif. Metode pengumpulan data dilakukan dengan cara survai, observasi, wawancara mendalam, dan pengumpulan data skunder. Lokasi penelitian tersebar pada desa Ngawonggo, Ceper dan Tegalrejo, Kecamatan Ceper, Kabupaten Klaten, Jawa Tengah. Berdasarkan hasil penelitian diketahui bahwa: (1) Kondisi sentra industri pengecoran logam saat ini mengalami kendala-kendala yang sangat serius yaitu bahan baku dan permintaan pasar. Hal ini mengakibatkan sebagian besar 35 unit usaha 30 unit usaha (60 %) IKM mengurangi produksi dan 15 unit usaha (30%) menghentikan produksinya (2) Pemerintah Daerah Kabupaten Klaten telah berupaya melakukan pengembangan industri pengecoran logam dengan memberikan pembinaan dalam beberapa aspek yaitu bahan baku, sumber daya manusia, teknologi dan dukungan daya saing (3) Kebijakan pemerintah daerah tersebut belum mampu mendorong perkembangan industri pengecoran logam dikarenakan beberapa faktor antara lain belum efektifnya kebijakan pemerintah daerah dan kebijakan yang dilaksanakan tidak sesuai dengan kebutuhan IKM

Metal Casting industry in Ceper District, Klaten Regency, has played a very important role in the economic activity of Ceper Distrcit in particular and of Klaten Regency in general. This role was proven by the ability of this industry in creating jobs for the inhabitants and in increasing the Gross Regional Domestic Product (GRDP) of Ceper District and Klaten Regency. This research has a title “ a Study of Local Government’s Policy towards the Development of small-medium Industry, a Case of Metal Casting Industry in Ceper District, Klaten Regency”. The objectives of this research are (1) to know the development of metal Casting industry in Ceper District (2) to describe the policy of the local government of Klaten Regency for metal Casting industry in Ceper District (3) to know the effectiveness of the policy towards metal Casting industry. The research employed descriptive-qualitative method. Data collection method for this research were : survey, direct observation, in-depth interview, and secondary data collection. The location of this research covered 3 villages in Ceper District, Klaten Regency. They were : Ngawonggo, Ceper, and Tegalrejo. Based on the research’s results, it can be known that (1) metal Casting industry has faced some serious problems related to the lack of raw material and market demand. This problems has caused 30 unit enterprises (60%) lessening the production and 15 unit enterprises (30%) stopping the production. (2) The local government of Klaten Regency has done some efforts in developing this industry by giving guidance in some aspects, such as raw material, human resources, technology, and competitive ability support. (3) However, all of those supports has not been able to develop this industry. There are some factors that constrain the development; among them are : the uneffectiveness and the unsuitable policy of local government that doesn’t need with the real need of small medium industry.
