Low cost housing development of private real estate developers :: The Case of Palembang Indonesia

Penelitian ini bersifat ekploratif, metode yang digunakan adalah in-deplh interview, beberapa perusahaan real estate yang masih aktif bmemproduksi rumah sangat sederhana adalah responden utamanya. Sedangkan teknik analisanya adalah kualitatif. Hasil dari interview ditriagulasikan dengan data sekunder serta didukung dengan teori yang relevan. Hasil interview menunjukkan bahwa faktor-faktor yang mempengaruhi produksi rumah sangat sederhana oleh pengembang swasta adalah permintaan pasar atau demand dan kesesuaian lokasi. lnsentif yang mendukung produksi rumah sangat sederhana dikategorisakan dari sisi demand dan supply. Dari sisi demand yaitu subsidi KPR selisih bunga dan subsidi uang muka, serta bantuan uang muka yang disediakan oleh Bapertarum dan Jamsostek. Dari sisi supply, insentif yang tersedia yaitu pembebasan retribusi IMB yang disediakan oleh Pemerintah Daerah Kota Palembang. Permasalahan yang dihadapi oleh pengembang swasta dalam membangun rumah sangat sederhana yaitu dari sisi peraturan antara lain BPHTB. perijinan dan pajak. Sementara dari sisi non-regulasi adalah masalah listrik. Faktor-faktor yang mempengaruhi pengembang swasta dalam memilih lokasi untuk rumah sangat sederhana antara lain faktor tanah terdiri dari ketersediaan lahan dan harga tanah. sementara faktor yang lain adalah factor regulasi yaitu rencana tata ruang kota yang menentukan arah perkembangan kota.

In practice we see that the majority of low-cost housing is responsibly and provided by government, while private real estate developers concentrated their efforts on the housing needs for the middle and high-income groups. However, to some extent, private real estate developers in Indonesia are involved in housing provision for low-income groups. The Government of Indonesia facilitates them with subsidies from both the supply and demand sides. This research investigates low-cost housing development by private real estate developers in Palembang, Indonesia. Some of the aspects that are studied among other things are: factors influencing low-cost housing production in Palembang, existing low-cost housing incentives in Palembang, and problems encountered in low-cost housing development, as well as factors influencing in the selecting lowcost housing locations. The main instrument used in this research was in-depth interviews. Some private real estate developers which are still actively involved in producing low-cost housing Palembang were the main respondents. In addition, to gather secondary data, a few institutions were also visited, such as the Dinas Tata Kota Kota Palembang, the Badan Pertanahan Nasional Kota Palembang and the DPD REI Sumatera Selatan. Based on interviews, it was found that the factors that influence low-cost housing production in Palembang are demand (market) and appropriateness of location. The existing low-cost housing incentives in Palembang can be grouped into two main categories namely the demand and supply sides of incentives. On the demand side, the existing incentives are the KPR interest rate and down payment subsidies and down payments provided by Bapertarum and Jamsostek. On the supply side, the existing incentive is the free of charge IMB retribution provided by the Local Government of the City of Palembang. Problems encountered with the low-cost housing development in Palembang are regulatory (BPHTB, permits and taxes) and non-regulatory factors (electricity problems). Meanwhile, factors that influence the selection of low-cost housing locations are land factors (land price and availability of land), and regulatory factors (under the guidelines of the City Master Plan).
