Pengaruh desentralisasi fiskal terhadap pengeluaran investasi pelayanan publik pemerintah Kabupaten Pontianak tahun 1995-2005

Penelitian ini bertujuan untuk menganalisis elastisitas pengaruh desentralisasi fiskal serta pendapatan masyarakat terhadap pengeluaran investasi pelayanan publik Pemerintah Kabupaten Pontianak. Data yang digunakan berupa data sekunder yaitu data Anggaran Pendapatan dan Belanja Daerah, produk domestik bruto atas dasar harga konstan 1993. Variabel yang digunakan dalam penelitian ini meliputi variabel dependen yaitu rasio pengeluaran investasi pelayanan publik Pemerintah Kabupaten Pontianak terhadap PDB (LE), sedangkan variabel independen yaitu desentralisasi fiskal diukur rasio total pengeluaran pemerintah daerah terhadap total pengeluaran pemerintah pusat (DEC) dan variabel kontrol adalah pendapatan yang diukur dari produk domestik regional bruto Kabupaten Pontianak (INCOME). Data tersebut merupakan data runtut waktu tahun 1995 – 2005. Penelitian ini menggunakan metode Ordinary Least Square (OLS) melalui model Partial Adjustment Model (PAM) untuk memperoleh hasil estimasi koefisien pengaruh dari masing-masing variabel. Hasil empiris yang diperoleh menunjukkan bahwa desentralisasi fiskal (DEC) memiliki pengaruh yang positif dan signifikan terhadap pengeluaran investasi pelayanan publik Pemerintah Kabupaten Pontianak (LE), sedangkan pendapatan masyarakat (INCOME) tidak berpengaruh secara signifikan. Namun elastisitas kedua variabel tersebut bersifat inelastis artinya dengan terdesentralisasinya pengelolaan keuangan dan meningkatnya pendapatan masyarakat belum dapat menunjukkan peningkatan yang berarti terhadap investasi pelayanan publik di Kabupaten Pontianak, hal ini dikarenakan kecenderungan Pemerintah Kabupaten Pontianak masih mengalokasikan sebagian besar sumber pembiayaannya untuk pengeluaran konsumsi/operasional pemerintah daerah.

This research attempts to analyse the influence elasticity of fiscal decentralization and the public earnings to the public service investment expenditure of the government of Pontianak regency. The data used in this research are secondary data of local budget, national budget, gross regional domestic product and gross domestic product on the basis constant price 1993. Variables which used in this research are dependent variable that is the ratio of public service investment expenditure of the government of Pontianak regency to gross domestic product (LE). While independent variable is fiscal decentralization (DEC) that measured by ratio of total local government expenditure to total central government expenditure. Control variable is public earnings (INCOME) which measured by gross regional domestic product. The data used are time series data from 1995-2005. The research uses ordinary least square (OLS) method with partial adjustment model (PAM) to obtain the result of influence coefficient estimation from each variable. The empirical result indicates that fiscal decentralization had positive and significant influence to the public service investment expenditure of the government of Pontianak regency, while the public earnings had positive influence but not significant to the public service investment expenditure of the government of Pontianak regency. The elasticity of both variables was inelastic, that mean a more fiscal decentralized and the increasing of public earnings, not yet showed a meaningful improvement of public service investment in Pontianak regency. This was caused by the govermnet of Pontianak regency were more focus on their expenditures to the consumption/operational.
