Penentuan kecamatan sebagai lokasi ibukota Kabupaten Seram Bagian Barat di Provinsi Maluku

Penelitian ini bertujuan untuk mengetahui potensi kecamatan dengan menggunakan ketersediaan fasilitas perkotaan guna menentukan lokasi yang layak sebagai ibukota kabupaten. Selain itu penelitian ini juga dapat memberikan informasi jenjang masing-masing kecamatan berdasarkan fasilitas yang dimiliki untuk memudahkan perencanaan wilayah di Kabupaten Seram Bagian Barat. Data yang digunakan dalam penelitian adalah data sekunder tahun 2002 dan 2003. Data tersebut diperoleh dari kantor Statistik Provinsi Maluku, kantor Statistik Kabupaten Maluku Tengah, kantor Bappeda Provinsi Maluku, kantor Pemberdayaan Masyarakat Desa Provinsi Maluku, kantor Bappeda Kabupaten Seram Bagian Barat, dan instansi terkait di Kabupaten Seram Bagian Barat. Alat analisis yang digunakan dalam penelitian ini adalah analisis scalogram atau analisis skala hirarki lingkungan dan kota akan menguraikan sejauh mana fasilitas perekonomian, sosial, dan pemerintahan yang telah dimiliki oleh sebuah kota. Fasilitas perkotaan ini akan menempatkan kota yang bersangkutan apakah mampu berperan sebagai ibukota kabupaten atau hanya sebatas kota kecamatan. Disamping itu, juga digunakan model gravitasi sebagai kelanjutan analisis untuk mengetahui kemungkinan interaksi penduduk antara kota kabupaten dengan kecamatan lain disekitarnya. Hasil penelitian menunjukkan bahwa Kecamatan Kairatu dapat dijadikan sebagai lokasi ibukota kabupaten defenitif. Pilihan ini didukung oleh ketersediaan fasilitas perkotaan dan letak lokasi yang strategis yang menghubungkan kabupaten-kabupaten di Pulau Seram dengan ibukota Provinsi Maluku. Kecamatan Seram Barat memiliki fasilitas pemerintahan yang cukup memadai dan interaksi yang cukup tinggi dengan kecamatan lain dapat menjadi pilihan kedua sebagai lokasi ibukota kabupaten defenitif. Untuk memperlancar mobilitas interaksi antar penduduk di wilayah Kabupaten Seram Bagian Barat, Pemerintah Kabupaten, Provinsi dan Pusat harus lebih memperhatikan kualitas pembangunan jalan, terutama jalan yang menghubungkan kecamatan dengan desa-desa. Apabila jalan tidak segera diperbaiki akan berakibat pada berkurangnya minat masyarakat desa untuk beraktivitas di kota kecamatan dan ibukota kabupaten.

The study aims at investigating the potential of subdistricts considering the availability of urban facilities in establishing the location of the capital city of a district. Additionally, it aims at giving the information of the respective levels of the subdistricts considering the facilities available to make the regional planning of West Seram District easier. The data used in the study are the secondary data of 2002 and 2003. The data are obtained from The Statistics Office of Maluku Province, the Statistics Office of Central Maluku District, the Office of the Agency for Regional Development of Maluku Province, the Office of Villagers Empowerment of Maluku Province, the Office of the Agency for Regional Development of West Seram Distric and the institutions concerned in West Seram District. The analysis instruments used in the study are scalogram and environment and city hierarchy scale, which will describe the extent to which the social, economic and governmental facilities are available in a city. The urban facilities will determine the position of the city as the capital city of the district or just as a subdistrict city. Additionally, a gravity model is also used as the continuation of the analysis of the possible interaction between the population of the district cities and the population of the surrounding subdistricts. The results of the study show that Kairatu subdistrict can serve as the location of the definitive capital city of the district. The selection is made on the basis of the availability of the urban facilities and the strategic location of the city as the connecting city for the surrounding districts in Seram Island with Maluku province. The subdistrict of West Seram has governmental facilities with a high interaction with other subdistricts and hence it can be the second choice for the definitive capital city of the district. The government of the district, the government of the province and the central government must pay more attention to the quality of the development of roads, especially those connecting the subdistricts with the surrounding villages that the mobility and the interaction of the population of the West Seram District improves. When the betterment of the roads is not immediately organized, the villagers will not be interested in doing their activities in the subdistrict city and the capital city of the district.
