Sejak tahun 2003, Pemerintah telah mengeluarkan aturan Corporate Social Responsibility (CSR) dilingkungan BUMN sendiri yaitu Kepmen BUMN, Nomor Kep-236/MBU/2003 tentang Program Kemitraan Badan Usaha Milik Negara dengan Usaha Kecil dan Program Bina Lingkungan. Pertamina Sendiri telah melaksanakan Program Community Development dari Tahun 1994 sejak berlakunya Kepmen Keuangan Nomor 316/KMK. 016/1994 tentang Pedoman Pembinaan Usaha Kecil dan Koperasi melalui Pemanfaatan Dana dari Bagian Laba Badan Usaha Milik Negara. Tetapi sejak berlakunya Kepmen 236/MBU/2003 Keputusan Menteri Keungan tidak berlaku lagi. Tujuan dari Kepmen Kep. 236/MBU/2003 sendiri adalah untuk kegiatan dan pertumbuhan ekonomi kerakyatan. Juga mendukung terciptanya pemerataan pembangunan melalui perluasan lapangan kerja; kesempatan berusaha; dan pemberdayaan masyarakat. PKBL kebagian tugas memberdayakan usaha kecil melalui kemitraan bisnis serta program pengembangan masyarakat. Inti program bersifat CSR ini adalah memberdayakan dan mengembangkan kondisi ekonomi, serta kondisi sosial masyarakat dan lingkungan di sekitar wilayah operasi Pertamina. Implementasi Program tersebut di boleh dikatakan cukup baik dibandingkan dengan tahun-tahun sebelumnya. Saat ini pihak Pertamina lebih peduli dengan masyarakat sekitar operasi. Penelitian ini bertujuan untuk mediskripsikan kinerja dari Unit PKBL Pertamina UPMS IV yang menangani Community Development serta untuk mengetahui faktor-faktor yang mempengaruhi kinerja Program community Development. Dalam penelitian ini, digunakan metode deskriptif kualitatif, yang mana metode ini merupakan tipe penelitian yang bukan bermaksud untuk menguji hipotesis tertentu, tetapi hanya menggambarkan apa adanya mengenai suatu variabel, gejala, keadaan atau fenomena tertentu. Penelitian ini dimaksudkan untuk mengumpulkan informasi mengenai status suatu variabel atau tema, gejala atau keadaan yang ada, yaitu keadaan gejala (fenomena) menurut apa adanya pada saat penelitian dilakukan. Hasil Penelitian secara umum menunjukkan bahwa kinerja pelaksanaan program Community Development PKBL Pertamina UPMS IV tidak berjalan dengan baik. Dan perlu ditingkatkan baik itu dari segi organisasi maupun jumlah dan kualitas pelaksana program tersebut. Dan perhatian pihak Pertamina terhadap masyarakat sekitar operasi sudah cukup baik dibandingkan dengan tahun-tahun sebelumnya. Sedangkan faktor yang mempengaruhi kinerja pelaksanaan program tersebut adalah: Pertama, faktor Organisasi yang terdiri dari: Struktur Organisasi, Sumber Daya Manusia dan Sumber Dana. Kedua adalah faktor komunikasi, yang terdiri dari: koordinasi dan sosialisasi. Penelitian ini memberi saran supaya kinerja dapat ditingkatkan dengan melihat wilayah kerja Pertamina UPMS IV yang cukup luas yaitu di Propinsi Jawa Tengah dan Jogjakarta. Program ini perlu tetap ada dan berlanjut terus sebagai tanggung jawab sosial perusahaan kepada masyarakat dan masyarakat masih sangat membutuhkan.

Since year 2003, Government has published policy about Corporate Social Responsibility (CSR) entire the Committees of Business Company of The State (BUMN) that is : Kepmen Number Kep- 236/MBU/2003 about Partnership Program among The Committees of Business Company of The States with Small Companies And Environmental Development Program. Pertamina as a state owned oil company of Indonesia itself applies Community Development Program since year 1994 by the implementation of Ministry of Finance Rule Number 316/KMK.16/1994 about The Guidelines of Small Companies and Cooperation Development by using the profit and benefits of the Committees of The Business Company of The State (BUMN). Therefore, since the Kepmen Number Kep. 236/MBU/2003 has implemented, the Ministry of Finance’s Rule is expired. Kepmen 236/MBU/2003 itself is tendering for progresiveness of social economy and activity. It is also providing to achieve the even distribution of development by expansion of opportunities for employment, opportunities for business and social empowerment. PKBL has responsibility to empower small companies business efforts trough business partnership and community development program. The maincore of this CSR is to empower and progress the economic condition of the community beyond Pertamina. Implementation of this Program can be mentioned well and better anually. Recently, Pertamina is concerned to the community development entire the operation area. This research is reflecting to describe the performance of Pertamina’s PKBL unit UPMS IV which is handling about community development and to explore factors as effects those influence the performance of community development program. In this research, it uses descriptive-qualitative method, which is not trying to proof hypothetically, therefore, just decribing abaout variabels, symptoms, conditions or defenite phenomena. This research is meaning to collect and compile infornmations about variabel or thema, symptom or fixed condition when this research is done defenitely. The results of research reflects the performance of PKBL Pertamina UPMS IV about the community development program, however, it hasn’t done as well enough, generally. Therefore. it needs to be progressed organizely, quantitavely, even qualitatively. Pertamina concerns to the community development and it is not acountable enough and welldone enough, anually. Factors those influence the performance of the program implemetation are : Organization, such included organizational structure human resource and finance resource. Second, it is communication factor, such included coordination and socialitation. This research is conclusing to progress the performance of UPMS IV unit of Pertamina entire its job authority area which is width around Central of Java and Yogyakarta. This program needs to be exists and sustainable as social responsibility of company for the community whom needs precisely.
