Penanganan kemiskinan versi SLT :: Studi implementasi Program SLT di Kabupaten Sleman Tahun 2005

Berawal dari isu minyak langka, rakyat bingung dan cemas lalu terjadilah antri, harga minyak dunia naik, negara mencabut subsidi, rakyat semakin terpuruk, lalu dengan ‘kecerdasan’ negara, pemerintah membuat PKPS-BBM, salah satunya adalah pemberian subsidi langsung tunai. Belum juga diimplementasikan, program ini telah banyak menuai kritik dan masalah. Kini program sudah pada tahap akhir. Banyak masalah timbul; data statistik miskin, label kemiskinan, disintegrasi, kecemburuan sosial, hingga ketergantungan masyarakat. Wacana diatas membuat ketertarikan peneliti membuat penelitian berjudul: “Penanganan kemiskinan versi SLT (Studi Implementasi Program SLT Di Kabupaten Sleman Tahun 2005 )”. bagaimana penanganan kemiskinan versi SLT adalah pertanyaan utama yang akan dijabarkan dalam penelitian ini. Framework akan menerangkan tentang masalah data, bagaimana data orang miskin itu diperoleh, naik turunnya angka kemiskinan, perdebatan konsep apa yang digunakan, penjelasan kembali tentang kemiskinan disertai defenisi. Kemudian menjabarkan tentang konsep kriteria miskin versi SLT, beserta kebijakan publik yang masih menggunakan pendekatan The Blueprint Approach disertai defenisi umum tentang kebijakan publik. Terakhir penjabaran tentang implementasi hingga contoh di negara lain sampai kritik awal tentang program SLT. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif analitik. Kabupaten Sleman memang tempat saya dilahirkan tetapi alasan sebagai lokasi penelitian bukan karena itu, tetapi selain jumlah penduduk yang padat, daerah ini juga strategis, plural mewakili dua sisi kota dan desa. Unit analisisnya adalah masyarakat penerima SLT sedangkan yang lain hanya sekedar crosscheck seperti masyarakat yang tidak menerima, pemerintah yang menjalankan program dan tokoh masyarakat. Informan lebih dari 30 orang baik secara formal maupun tidak. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi serta artikel. Metode analisa data mengunakan analisa interaktif, reduksi dan penyimpulan akhir. Sekitar 7 bulan peneliti memantau perkembangan program SLT, banyak fenomena dan masalah yang teridentifikasi, sebelum masuk pada masalah realitas implementasi program peneliti akan menjabarkan secara bertahap mulai dari penyusunan program, pencarian data, implemnetasi hingga distribusi. Dari sanalah kemudian dilihat berbagai masalah sekaligus penanganan masalah yang telah dilakukan pemerintah di tiap kecamatan kabupaten Sleman. Kesimpulan pada penelitian ini sangat sederhana yaitu melihat mekanisme yang terjadi adalah social security, dan bukan mekanisme poverty reduction. Penanganan kemiskinan versi SLT masih bersifat top down, pendekatan yang digunakan adalah the blueprint approach, masyarakat samasekali tidak terlibat secara langsung dalam penyusunan atau pembuatan program. Dari cara mengidentifikasikan konsep kriteria miskin hingga pengimplementasian program tampak bahwa program SLT digulirkan oleh pemerintah terburu-buru, bahkan ada yang mengatakan program SLT adalah program ‘kecerobohan’ pemerintah

Early from scarce oil issue, people confuse and worry then happened queue up, world oil price goes up, state retracts the subsidy, people progressively breaks down, then with ‘ intellegence’ state, government makes PKPS-BBM, one of them is direct subsidizing of cash. The implementation has not yet even taken place, this program already creates many problems and criticism. Now the program has reached final phase. Many problems arise; statistical data of poverty, poverty lable, disintegration, social envy and society dependent. This matter has made interested to make the research to be titled “Handling Of Poverty In SLT Version (Studi Implementasi Program SLT Di Kabupaten Sleman Tahun 2005)”. In which the handling of proverty in slt version is the main question which will be elaborated on this research. Framework will explain concerning the data, how the data of the poverty is obtained, fluctuating of poverty number, debate of which concept will be used, re explain the poverty with clear defenision. Then elaborating the concept of poverty criteria in the slt version, along with public policy using the “the blueprint approach” accompanied with common defenition of public policy. Last but not least, elaboration of implementation, an example of other state till early criticism concerning slt program. This research the qualitative method with analytic descriptive approach. District Sleman truely the place of where i was born but the reason as research location is not because of it, besides the solid residents amount, this area is strategic as well, plural society represents two sides, countryside and town. The analysis unit is the society of slt receiver and the rest is merely a “crosscheck” just like the others, such as those who don't receive, the government who runs the program and the influenced people in the society. Informan are more than 30 persons, either formal and informal. Data collecting technic use the observation, interview, article and also documentation. Data analysis method use interaktif analysis, reduction and final conclusion. Approximately 7 months the researcher had watched the growth of slt program, many problems and phenomenon were identified, however, before entering the problems of program implementation reality researcher will elaborate step by step the program compilation process, data outsourcing, implementation and distribution. By then the problems are seen at the same time handling of problems which have been done by the government in every district of sub-province Sleman. Conclusion in this research is very simple, that is seeing the mechanism that happened is “social security”, and is not “poverty reduction”mechanism. Poverty handling of slt version still have the character of top down, the approach used is the “blueprint approach”, society is not involved directly in compilation or making of program. The way of identifying poor criteria till program implementation have shown that the slt program delivered by the government is done in hurry. It is even said that the slt program is a “careless program” done by the government ever
