Kesultanan Ternate dalam ranah politik lokal :: Studi tentang Strategi kembalinya Kesultanan Ternate dalam politik lokal pasca Orde Baru

Runtuhnya kekuatan politik pasca Orde Baru pada tahun 1998 mengilhami sejumlah pemimpin adat di daerah untuk kembali melakukan rekonstruksi kekuasaan yang pernah menjadi simbol kebanggaan oleh kelompoknya dalam menyelenggarakan pemerintahan berdasarkan tradisi dan diyakini mampu menjadi perekat dan kemakmuran bagi simbol peradaban kelompoknya Undang- Undang No. 22 Tahun 1999 Tentang Pemerintahan Daerah, memberikan inspirasi kelompok masyarakat adat untuk membangkitkan kembali semangat atas nilai-nilai lokal yang dimiliki oleh setiap daerah di Indonesia. Kesultanan Ternate adalah salah satu dari sekian komponen yang memiliki keinginan politik untuk berkuasa lebih dari sekedar sebagai kekuatan adat tetapi sebagai kekuatan politik di jaman pemerintahan moderen melakukan rekonstruksi pemerintahannya untuk menghadapi persaingan politik di ranah politik lokal Pendekatan yang dipergunaan adalah methode penelitian diskriptif eksploratif dengan tehnik analisis data kwalitatif bertujuan untuk mengetahui strategi yang dimainkan Kesultanan Ternate dalam percaturan politik lokal di Maluku Utara pasca runtuhnya Pemerintahan Orde Baru, dengan demikian tekhnik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi terhadap persoalan-persoalan politik yang memiliki keterkaitan dengan kelompok masyarakat adat Penelitian ini berhasil mengidentifikasikan beberapa fenomena penting yang berkaitan dengan perebutan kekuasaan antara kelompok masyarakat adat Kesultanan Ternate dan elit masyarakat non adat terkait dengan beberapa perheletan politik Strategi yang digunakan dalam percaturan ranah politik lokal dengan menggerkan sejumlah masyarakat adat Kesultanan Ternate dan simbol-simbol identitas adat, penguatan lembaga -lembaga adat untuk mendukung kalangan bangsawan dan pemimpin yang menginginkan kepentingan politik yang lebih luas, sehigga untuk meraih kekuasaan lebih luas maka pemimpin adat melakukan kolaborasi dengan mencalonkan diri sebagai ketua partai sebagai alat untuk meraih kekuasaan, selain itu pertarungan politik antara elit-elit politik lokal yang berkaitan dengan proses terbentuknya Provinsi Maluku Utara merupakan arena bagi Kesultanan Ternate dan elit lokal dalam pertarungan politik sebagai suatu prestasi bagi masyarakat Maluku Utara secara umum maupun masyarakat adat Kesltanan Ternate. Fakta tersebut menunjukan bahwa Kesultanan Ternate terutama kalangan aristokrasi memiliki keinginan kuat untuk lebih berkuasa dengan menggunakan simbol-simbol adat sebagai alat untuk melegitimasi kepentingan politiknya, dengan menguasai sumber daya yang dimiliki masyarakat adat seperti ketergantungan politik kepada Kesultanan Ternate, menguatnya tradisi, maupun klaim ekonomi sebagai salah satu dari strategi yang dilakukan untuk memenangkan pertarungan politik di kalangan elit lokal.

The collapse of political power pasca the New Order period in 1998 inspiring several customary leaders in province to reconstruct the authority which ever became the group’s pride in the administration process based on tradition and it’s believed can be the unifier also prosperity for symbol of the group’s civilization. The constitution No. 22/1999 about Province Administration, give an inspiration for customary people to arouse the spirit of local values which possessed by every province in Indonesia. Ternate Sultanate is one of many components which have the political desire to have a control more than just customary power but also political power in the era of modern administration (reconstruct his administration to face the political competition in local border). The approach using is descriptive-explorative observation method with the analysis technique of qualitative data in order to know the strategy used by Ternate Sultanate with his aristocratic group and customary elite in political constellation of North Maluku pasca the collapse of New Order period regime, thus the techniques of collecting the data are using interview, observation, and documentation of the political matters which correlates to the people’s group especially politic. This observation succeeded in identifying several important phenomenons’s which links to the power struggle between the customary groups of Ternate Sultanate with the non-customary elite groups, this is correlates with the several political constellation based the claim of locally scope importance. The strategy using in the constellation scope of locally politic by activate a group of people in Ternate Sultanate and symbols of the customary identities, also reinforcing customary institutions to support the noble social and leaders who wants to enlarge his political authority, so in order to enlarge the authority, both the leaders or aristocratic groups make a collaboration by nominate himself as a party leader to raise the authority. Besides that, the political competition between the local politically elites which correlates to the formation process of North Maluku Province is just like an arena for the Ternate Sultanate and locally elites in the political constellation which considered as an achievement for the people of North Maluku both in general or just for Customary people in Ternate Sultanate. The fact above shows that Ternate Sultanate especially aristocratic groups has a strong will to dominate more using the customary symbols as the facility to legitimate his political importance, by dominating the resources owned by the customary people like; political dependence to the Ternate Sultanate Leadership, the strong tradition, or economic claim as one of strategies which done to win the political competition between the locally elite groups.
