Persoalan pengelolaan hutan menjadi persoalan serius terutama terkait dengan kesejahteraan masyarakat disekitar hutan. Fenomena kemiskinan menjadi ciri utama masyarakat sekitar hutan. Ini sepatutnya merupakan tanggung jawab HPH yang memiliki hak untuk mengeksplorasi hutan dan kewajiban memberdayakan masyarakat sekitar hutan HPH. Berbagai kebijakan telah dikeluarkan pemerintah untuk melindungi masyarakat sekitar hutan termasuk kewajiban HPH yang beroperasi mensejahterakan masyarakat. Program PMDH merupakan salah satu bentuk kebijakan yang diberlakukan bagi setiap pemilik HPH di Indonesia.. Berangkat dari persoalan ini maka, rumusan masalahnya adalah, Bagaimana partisipasi dan pemberdayaan masyarakat dalam program pelaksanaan Pembinaan Masyarakat Desa Hutan (PMDH) di lingkungan HPH PT. Sarpatim ? Penelitian ini merupakan deskriptif kualitatif. Teknik dan instrumen penelitian meliputi wawancara, observasi dan studi kepustakaan. Tempat penelitian adalah HPH PT Sarpatim Kabupaten Kotawaringin Timur. Hasil analisis menunjukkan pada tahap perencanaan PMDH sudah mendapat kendala, terutama dalam mengajak masyarakat untuk berdiskusi dan meminta pendapat dan aspirasinya untuk dimuat dalam program PMDH. Ini disebabkan pendekatan yang dilakukan kurang memadai dengan tidak terlibatnya masyarakat dalam menyusunan program dan kegiatan yang dilaksanakan sehingga timbul masalah. Pada tahapan pengawasan masih lemah, terutama pengawasan yang berasal dari masyarakat dalam pelaksanaan program PMDH, hal ini disebabkan oleh minimnya tingkat pendidikan masyarakat dan kurangnya pendampingan bagi masyarakat setempat oleh pemerintah dan LSM. Pengawasan hanya dilakukan secara sepihak yaitu hanya pihak HPH saja tanpa melibatkan masyarakat. Kontribusi yang bisa diambil dari hasil penelitian ini selayaknya pemerintah daerah setempat ikut serta menggiring mendorong proses pelaksanaan program PMDH secara baik sesuai dengan semangatnya memberdayakan masyarakat desa hutan untuk menciptakan kesejahteraan dengan minimalisasi kemiskinan. Upaya ini harus dilakukan terus menerus sehingga minimalisasi kemiskinan keluarga yang berada di desa hutan dapat dikurangi. Selain itu memberikan penyadaran kepada HPH untuk memberikan pelayanan dan peningkatan kesejahteraan masyarakat sesuai dengan aturan yang berlaku dan sesuai dengan nilai yang sepatutnya diberikan oleh HPH terhadap masyarakat, yaitu pemberdayaan. Hal ini tentu saja harus diikuti dengan komitmen dan tanggung jawab yang besar terhadap masyarakat setempat yang sepatutnya untuk dibantu dan dibina secara baik. Disisi lain pemerintah sepatutnya memikirkan kelanjutan kehidupan dari pegawai borongan yang dipekerjakan oleh HPH karena bagimanapun pekerjaan borongan hanya memakan waktu pendek dan kadang tidak berkelanjutan

Forestland management has become one serious problem particularly when it was dealing with the welfare of the forest neighbouring community. Poverty often occur to be one of common phenomenon around the forest neighbouring community Though the responsibility ought to be carried by the forest industries (Indonesian often use the term HPH, stand for Hak Pengelolaan Hutan; or Forest Managing Right to refer to a timber companies which possessed sort of state licenses to manage the forest productions), as the ones who own the right for forest exploration at one turn as well as the obligation to empower the forest neighbouring community as its consequences. Government has issued some policies to protect the forest neighbouring community, include a requirement for the forest company to build the public welfare. A programme called PMDH; Pembinaan Masyarakat Desa Hutan (The Assistance of Forestland neighbouring community) is one type of policy subjected to every HPH-owner timber companies in Indonesia. As a standpoint, the research question will be “How is the community participation and empowerment within the PMDH programme around the area of PT Sarpatim, a HPHowner lumber company The research applies qualitative and descriptive methods. The technique and instrument of the research itself considered interviews, observations and literature studies. The research took place in a forestland managed by PT Sarpatim, District of Kotawaringin Timur. The result of the analysis reveals that even at the planning stage PMDH has overcome some obstacles, mainly when inviting the forest community to engage a discussion as well as when inquiring their opinion and aspiration to be incorporated in the PMDH programme. The arisen problems might cause by the lack of approaches without taking account the community in program drafting and enduring activities. The surveillance stage was also weak, especially when consider the amount of public surveillance to the PMDH programme. This might cause by bare minimum education level of the community members and the lack of assistance by government and NGOs (Non-Governmental Organization). The surveillance has been merely conducted by one side that was by the HPH Company itself excluding the forest community By the outcomes of the research, at least, the local government could endorse PMDH programme running properly in accordance with the programme spirit to empower the forest village community and generate welfare by lessening poverty. This effort should be carried out continuously in order to minimize family poverty upon the forest villages. Moreover, the government should make the timber companies realize to conduct its task such as providing community service as well as constructing community welfare. According to the government regulation, a timber company should give back to the adjacent community through an empowering programme. Certainly, these efforts must be followed by huge commitment and responsibility to the nearby local community whom should be assisted and empowered properly. On the other side, government should also think how to keep outsourcing labours employed by the timber company since these labours usually only took short work shifts and more often the shift itself was sometimes temporal.
