Konflik antara DPRD dengan Gubernur di Propinsi Lampung

Konflik Gubernur Lampung dan DPRD yang masih berlangsung hingga saat ini merupakan konflik antar parpol yang berusaha mendudukkan kadernya dalam struktur pemerintahan di Propinsi Lampung. Tujuannya adalah untuk mendapatkan akses ke sumber daya ekonomi, fasilitas dan jaringan dalam rangka mencapai kepentingan parpol. Konflik ini merupakan kelanjutan dari sikap pro dan kontra terhadap pilkada ulang setelah gubernur terpilih dalam pilkada sebelumnya, Alzier Dianis Thabrani ditolak oleh pemerintah pusat. Polarisasi kepentingan di internal DPRD dalam menyikapi politik pasca terpilihnya Sjachroedin dalam pilkada ulang dan hubungan patron client antara ketua DPRD Lampung dengan DPD Partai Golkar dan DPP Partai Golkar merupakan faktor lokal yang mempengaruhi konflik antara DPRD dan gubernur Lampung periode 2004 – 2009. Dua parpol yang memiliki kursi terbanyak di DPRD yaitu PDIP dan Golkar merupakan dua kekuatan yang paling menonjol memainkan perannya dalam konflik di Lampung. Sentralisasi parpol telah mendorong terjadinya intervensi pengurus parpol pusat terhadap parpol di daerah. Intervensi ini telah mendorong berlarutnya konflik di Lampung. Sikap politik DPP Partai Golkar yang terus mendukung pimpinan DPRD Lampung mendorong DPRD memutuskan tidak mengakui eksistensi gubernur dan tidak mau bekerjasama dengan gubernur. Pada saat yang sama proses transisi pemerintahan dari sentralisasi kepada desentralisasi yang telah menimbulkan ketidakpastian ikut mempengaruhi konflik di Lampung. Sentralisasi parpol, intervensi pemerintah pusat dan masa transisi menuju desentralisasi merupakan faktor nasional yang ikut mempengaruhi konflik antara DPRD dan Gubernur Lampung.

The Conflict between The Lampung Governor and The Local Representative that’s still continue until now are conflict between political parties, which they wants to put their men on the government structure in Lampung Province. Their goals are to get access on economic resources, facilities and network to fulfill the political parties interest. This conflict is the continues of pro and contra in reelection of Lampung Governor, this is happen because the elected governor before, Alzier Dianis Thabrani is rejected by the National Government. Interest polarization in internal Local Representative due to political action after Sjahroedin elected in the local reelection and patron client relationship among The Chief of Local Representative with The Local Chief of Golkar Party and The Center Chief of Golkar Party are local factors that influence the conflict between Local Representative and The Elected Lampung Governor in period 2004-2009. Two political parties that have the most chairs in Local Representative are PDIP and Golkar Party which have the most roles in Lampung conflict. Political party centralization has encouraged the intervention of center political party to the local political party. This intervention has made the conflict in Lampung not solved. The action of Golkar center chief that keep supports The Chief of Local Representative encourage The Local Representative not to claim the governor and not to cooperate with. At the same time the transition processes from centralization to decentralization that make uncertainty influence the Lampung conflict too. Political party centralizations, National government intervention and the decentralization transition are the national factors that influence the conflict between Lampung Governor and Local Representative
