Penelitian ini bertujuan untuk mengungkapkan studi kasus terhadap penanganan istri korban kekerasan dalam rumah tangga oleh Kantor Pemberdayaan Perempuan Propinsi Daerah Istimewa Yogyakarta. Penelitian ini menggunakan pendekatan kualitatif naturalistik. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi dengan melibatkan pegawai KPP dan para konselor yang menangani klien. Analisis data dilakukan dengan cara reduksi data, display, verifikasi dan pengambilan kesimpulan. Keabsahan data diperoleh melalui teknik triangulasi data, pengamatan terus menerus, membicarakan dengan teman (peer debriefing), dan bahan referensi. Hasil penelitian ini menunjukkan bahwa bentuk-bentuk kekerasan terhadap istri dalam rumah tangga yang ditangani KPP mencakup seluruh aspek, yaitu kekerasan fisik, psikologis, ekonomi serta kekerasan seksual. Adapun proses penanganan terhadap bentuk-bentuk kekerasan ini dilakukan secara holistik, dengan melibatkan konselor medis, sosial, psikologis, perkawinan dan konselor hukum. Penggunaan kelima konselor ini tergantung dari permasalahan istri. Konselor medis merupakan konselor yang menangani masalah luka fisik yang diakibatkan oleh kekerasan yang dialami istri. Konselor sosial menangani masalah pengidentifikasian masalah istri dan pemberian ketrampilan kepada istri serta memberdayakan kemampuan ekonomi istri, karena banyak istri yang secara ekonomi sangat tergantung kepada suaminya, sehingga tidak berani membantah maupun membela diri dari perbuatan suami. Untuk itu pemberdayaan ekonomi istri dengan cara pemberian ketrampilan ini sangat diperlukan. Adapun konselor psikologis menangani istri yang memiliki masalah dengan kondisi kejiwaannya, akibat tekanan, ancaman maupun makian dari suami. Konselor perkawinan berusaha mengatasi masalah perkawinan istri yang terancam berakhir akibat dari kekerasan yang dilakukan oleh suami, sedangkan konselor hukum menangani istri yang bermaksud menuntut cerai atau bermaksud membawa kasus kekerasan yang dialaminya ke kepolisian dan pengadilan. Adapun hambatan yang dihadapi KPP DIY dalam menangani kasus kekerasan terhadap perempuan adalah hambatan yang berasal dari dalam tubuh KPP serta hambatan yang berasal dari luar KPP. Adapun hambatan yang berasal dari dalam KPP adalah masalah dana, sumber daya manusia, serta fasilitas. Adapun hambatan dari luar adalah pertama, resistensi suami istri dalam menyelesaikan kasus kekerasan dalam rumah tangga. Kedua, hukum yag tidak berpihak kepada perempuan. Ketiga, sensifitas gender pihak kepolisian, kehakiman dan kejaksaan. Keempat, kungkungan budaya partiarkhi.

This research aims to present a case of wives who are under treatment by the Provincial Women Empowerment Bureau of Yogyakarta (KPP) because they were victims of domestic violence. This study answers three problem formulations. First, what are the types of domestic violence, and what is the treatment process that is done by KPP in healing the client. Second, what is the basic thought of KPP and counselors in determining treatment programs in healing the client. Third, what are the obstacles that are encountered by KPP in dealing with violence against wives and how does KPP solve theses obstacles. This research uses the naturalistic-qualitative approach. The data was gathered through interview, observation and documentation by involving the officers of the KPP DIY and the counselors who dealt with the clients. The Data analysis is done by reducing, displaying, verifying and drawing conclusions. The data validation is achieved by triangulation techniques, observation, peer debriefing, and reference material. The result of the study shows that the types of domestic violence against wives that are handled by the KPP DIY comprise the following aspects: physical, psychological, economic and sexual violence. The process of the treatment to the types of violence is holistic by employing the medical, social, psychological, marriage and law counselors. The employment of these five counselors depends on clients’ problems. The medical councilors is the person who treats physical injury that resulted from violence that was experienced by the wives. The social counselor is involved in identifying the problems of the wives and giving skills to the wives and empowering economic skills to the wives because many of the wives economically depend on their husbands, so they are not brave enough to argue as well as to defend themselves from their husbands’ aggressions. The psychological counselor who deals with the wives who are being threatened and those whose problems are related to psychiatric issues such as depression or threatening as well as bullying from the husbands. The marriage counselor seeks to resolve the problems experienced by the wives such as feeling of fear or divorce as the consequence of the tensions triggered by the husbands. The law counselor deals with the wives that want to claim divorce or want to bring the violence case that they experienced to the police and the city court. The obstacles that are encountered by the KPP DIY in dealing with violence cases of violence against women is the ones that come from the KPP DIY itself as well as from outside of the KPP DIY. The obstacles that come from the internal body of the KPP DIY are problems such as lack of finances, human resources and facilities. While the outside ones are first: resistance of both wives and husbands to resolve their domestic violence cases. Second, law enforcement does not side with women. Third, lack of gender sensitivity from the police, jury and general attorney. Forth, patriarchal cultural domination.
