Program pembelajaran SDM di IRNA RSUD Sambas Kabupaten Sambas Kalimantan Barat

2006 | Tesis | S2 Ilmu Kesehatan Masyarakat (Manajemen Rumah SakiLatarbelakang:Seiring dengan penetapan sebagai RS Kabupaten, RSUD Sambas secara fisik mulai berbenah, namun belum diikuti pembangunan secara non fisik, tidak ada alokasi anggaran diklat, BKD belum pernah menyelenggarakan diklat, penelitian ini bertujuan untuk mengetahui: 1). persepsi BKD tentang peran pemda Sambas terhadap program pembelajaran SDM, 2).persepsi karyawan tentang peran RSUD Sambas terhadap program pembelajaran SDM, 3).persepsi BKD dan karyawan tentang manfaat program pembelajaran,4).kinerja IRNA. Metode:Penelitian kualitatif dengan Rancangan deskriptif. Unit analisisnya IRNA RSUD Sambas dan subjek penelitian berjumlah 53 orang, terdiri dari seluruh perawat yang di IRNA berjumlah 51 orang di tambah dokter umum 2 orang. Pengambilan sampel dengan wawancara dilakukan secara purposive sampling. Data dikumpulkan melalui pengamatan, wawancara mendalam, pengisian kuesioner, diskusi kelompok terarah (DKT), dokumen yang berkaitan dengan SDM. Data dianalisa dengan pendekatan kualitatif Hasil:Ada keinginan Pemda mengkoordinir kegiatan diklat, namun dengan segala keterbatasannya, program ini belum dapat dilaksanakan dan adanya aspek manajemen yang belum mendukung terselenggaranya kegiatan diklat, peran RSUD menyelenggarakan program pembelajaran SDM di IRNA RSUD Sambas, namun masih ada aspek manajemen yang belum mendukung sehingga program belum dilaksanakan, manfaat program pembelajaran SDM: merupakan investasi, namun Pemda belum mendukungnya, dapat meningkatkan pengetahuan dan keterampilan karyawan, kepuasan pasien, sarana dan prasarana serta unit kerja, namun belum didukung oleh Pemda, sistem, budaya organisasi sehingga belum berjalan secara efektif, efisien dan produktif, ada peningkatan jumlah karyawan yang mengikuti program, ada peningkatan jumlah kunjungan pasien, pemanfaatan fasilitas pelayanan dan pendapatan IRNA RSUD Sambas. Kesimpulan:1. Pemda dengan keterbatasannya belum dapat mengkoordinir kegiatan diklat, 2. RSUD Sambas dengan keterbatasannya belum dapat menyelenggarakan program pembelajaran SDM, 3 Manfaat program pembelajaran SDM merupakan investasi dan meningkatkan kinerja, 4. Ada peningkatan jumlah karyawan yang mengikuti program pembelajaran SDM, ada peningkatan pemanfaatan fasilitas pelayanan dan ada peningkatan pendapatan IRNA .
Background:Along with the establishment as district hospital, Sambas district hospital (RSUD) has straightened up it’s physical building. Nevertheless, non physical building was net yet occurred, no budget allocation for education and training in the RSUD, regional employee institution (BKD) as organizer could not held education and training. This research was aimed to find out 1) perception of BKD regarding the role of regional government (Pemda) of Sambas toward SDM learning in the inpatient installation (IRNA), 2) perception of employee regarding the role of RSUD toward SDM learning program in the IRNA, 3) BKD and employee’s perception regarding the benefit of the learning program in the IRNA 4). work performence in the IRNA. Method:This was a qualitatif research that used description. IRNA of RSUD Sambas as analisis unit and the sample was chosen from 53 researh subjects who were consisted of 51 nurses in the IRNA and 2 general doctors. The sample was taken with in-depth intervew wich was done with purposive sampling. Data was collected through observation, in-depth interview, filling questioner, focus group discussion (FGD), document related with SDM, Data was analyzed with qualitative approach. Result:There was a willingness from Pemda to coordinate education and training activity. However, with any limitations, this program was not yet implemented and there was a management aspect that was not support it, the existing management aspect was not yet supported and need to be straightened up in order to implement the SDM program in the IRNA of RSUD Sambas, the benefit of the SDM learning program is an investation however Pemda couldn’t supported to improved the knowledge and employee’s skill, the satify people, infrastructure, the system and organizational culture so this program didn’t effective, efficient and productive, could improve number of those who joint this program, the number of patient’s visit, utilization of service and acceptance of service in the IRNA. Conclusion:1.Pemda with it’s limitation could not coordinate education and training, 2. RSUD Sambas with it’s limitation could not held the SDM learning program, 3. Benefit of the learning program was an invesment and could improve the work performance, 4. There was of employee number of those who joint this SDM learning program, utilization of service facility and acceptance of service IRNA.
