Analisis pengelolaan hutan kota Kabupaten Kolaka

Penelitian ini di lakukan di kabupaten Kolaka, yang merupakan kota transit dengan mobilisasi kendaraan yang tinggi, yang mengakibatkan kualitas lingkungan kota menurun. Pembangunan hutan kota diperlukan untuk memperbaiki kondisi tersebut tetapi masih terdapat masalah efektivitas kelembagaan. Metode studi Institutional Develpoment Framework ( IDF ) digunakan untuk mengetahui tingkat perkembangan suatu organisasi. Hasil penelitian menunjukkan bahwa keadaan tata hijau di lokasi penelitian memerlukan pengelolaan yang lebih efektif. Hutan kota Kolaka berdasarkan jumlah pohon teridentifikasi adalah 446.459. pohon jika mengacu pada Peraturan Pemerintah No. 63 tahun 2002 tentang Hutan Kota pasal 8 ayat 3 bahwa prosentase luas hutan kota paling sedikit sepuluh persen dari wilayah perkotaan. Bila diasumsikan jarak tanam 10 x 10 m maka hutan kota kolaka seluas 4.464,59 ha. Kota Kolaka dengan luas wilayah 21.838. ha, sehingga 20,44 % dari wilayah tersebut adalah hutan kota. Berdasarkan hasil penafsiran Indeks IDF diperoleh nilai Indeks IDF dari Dinas Lingkungan Hidup = 2,00: Dinas Kehutanan dan Perkebunan = 2,33 dan Dinas Kebersihan Pertamanan, Pemakaman dan Kebakaran = 2,45. Artinya bahwa ketiga lembaga pengelola hutan kota kabupaten Kolaka telah memiliki basis yang cukup kuat untuk berkembang namun demikian masih sangat perlu meningkatkan kinerja untuk mencapai perkembangan yang lebih tinggi.

This research was conducted in Kolaka Regency, which is a transitory town with high vehicles mobilization resulting in the condition of urban environment decrease in quality. Urban forest development is needed to improve the condition but the problems of institutional effectiveness are exist. The aims of the research was directed to us use the methode of Institutional Development Framework (IDF) to know the ferformance of organization and the level of development. The result of the research indicates that green spatial-order in the research location needs a more effective management. It can be identified that the forest in Kolaka Town are 444,459 trees. If refers to the Governmental Decree No. 63/2002 on Urban Forest, mainly Article 8 (3) that the percentage of urban forest width is minimally ten per cent of all urban areas, then if assumed that plant-distance is 10 x 10 m, the width of urban forest in Kolaka is 4,464.59 ha. The width of Kolaka Town is 21,838 ha, so it can be known that 20.44% of all the areas is urban forest. The result of IDF index interpretation, Environment Department, Forest and Plantation Department, and Cleaning, Gardening, Funeral and Fire Department are 2.00; 2.33; and 2.45. repectionting. It means that all the three institutions have enough strong bases to develop, but they are really still necessary to improve the performance of reaching higher development.
