Perencanaan pembangunan hutan pada pasca tambang di Sorowako :: Studi kasus areal pasca tambang PT. Inco Sorowako

Pembangunan kehutanan selama ini masih menempatkan kehutanan sebagai sistem yang berdiri sendiri, kurang terintegrasi dengan pembangunan wilayah. [lam paradigma social forestry kehutanan merupakan salah satu sub-sistem dari sistem pembangunan wilayah. Tujuan penelitian ini adalah mengidentifikasi masalah• masalah yang menyebabkan kegagalan pembangunan hutan di areal pasca tambang nikel dan merumuskan perencanaan pembangunan hutan dengan paradigma social forestry di areal konsesi PT. INCO. Penelitian ini dilaksanakan di areal pasca tambang PT. INCO Sorowako Kabupaten Luwu Timur Propinsi Sulawesi Selatan. Tiga desa yang menjadi obyek penelitian yaitu Desa Soroako, Desa Nikkei, dan Desa Magani yang semuanya berada dalam Kecamatan Nuha. Penelitian dilakukan dengan pendekatan strategi Social Forestry untuk perencanaan pembangunan hutan. Hasil analisis menunjukkan bahwa kegagalan kegiatan revegetasi yang dilakukan olch PT. Inco selama diakibatkan beberapa faktor. Pertama, kondisi tanah yang kritis. Kcdua, pemilihan jenis yang belum tepat. Ketiga, operasional dan tenaga teknis kegiatan revegetasi belum mampu memberikan solusi yang tepat pada persoalan revegetasi. Keempat, perencanaan organisasi revegetasi belum melibatkan masyarakat lokal, pihak Distamhut dan LH. Kelima, tujuan pembangunan hutan belum jelas arahnya. Pembangunan hutan kembali pada areal pasca tam bang dilakukan dengan pendekatan perencanaan Social forestry untuk memaksimumkan fungsi perlindungan dengan tetap memproduksi kayu pertukangan, pengembangan kawasan wisata, dan pemenuhan kebutuhan masyarakat (pangan, kayu bakar, dan lapangan pekerjaan) dengan penanaman jenis mirrs.

Forestry development has been putting forestry as a system which not integrared with rural development. In sosial forestry paradigm, forestry has been putting as a sub-system from regional development system. The objectives of the research were to identify problems that cause failure of forest development and formulates the planning of forest development with social forestry paradigm in PT. Inco's consession area. This Research was conducted in ex mining PT. Inco of Sorowako Luwu Timur district South Sulawesi. There were three villages in the research as research object where the location were in PT. Inco's consession area. The three villages are Sorowako, Nikkei and Magani. Tpe research was conducted in October untui January 2006. The formulation of forest development planning in ex mining in Sorowako by using social forestry approach. The Procedure were identify sub-system in rural development, quantify each sub-system based on the need assessment of the basic needs of people (food/farming land, fodder, wood, fuel and employment), formulation of rural development problem in ex mining area of Sorowako, formulation the objective of forest development in ex mining area, formulate management regime that needed to obtain the objectives, and formulation of operational planning. The result showed that the failure in forest development in Sorowako that was caused of some problems. The First, soil in critical condition. The Second, species selection. The Third, the operational and technical crew that get involved in revegetaion activity could not give better solution. The Fourth, organizational revegetation planning should involve local community, Mining Forestry Life Environtment Department (Distamhut dan LH), contractor. The Fifth, the objectives were not focus. The Objectives should established the forest development for the use. Rebuild forest in ex mining areal through social forestry plannng app'roach.to maximize the concervative function, product woods, tourism area development, and fulfill the basic need of people (food, fuel, and employment) by planting the Multy Purpose Trees Species (MPTS)
