Penelitian ini dilakukan untuk mengetahui kebutuhan akan pengguna sistem informasi yang kemudian dituangkan dalam penyusunan desain sistem informasi. Hasil analisis dan desain sistem diharapkan akan dapat membantu rumah sakit dalam memutuskan apakah proyek pengembangan sistem informasi tersebut akan dilanjutkan atau tidak. Dalam penelitian ini, untuk menganalisis dan mendesain sistem, penulis menggunalan model atau metodologi FAST (Framework for the Application of System Thinking) yang merupakan kerangka cerdas dan cukup fleksibel untuk menyediakan tipe-tipe berbeda proyek dan strategi (Whitten dkk. 2004). Hasil akhir dari metodologi ini adalah untuk menyelesaikan masalah, melihat peluang dan petunjuk atau perintah untuk memulai proyek. Untuk penelitian ini, peneliti menggunakan lima tahap dari tujuh tahapan yang ada, karena kelima tahap ini telah dapat menjawab hasil penelitian. Kelima tahap tersebut yaitu tahap pemeriksaan pendahuluan, analisa masalah, analisa kebutuhan, analisa keputusan dan yang kelima adalah tahap desain. Hasil dari penelitian ini adalah gambaran sistem yang berupa rancangan diagram sistem yang terintegrasi di instalasi rawat jalan dan dapat memenuhi kebutuhan serta keinginan pengguna, dan manajemen rumah sakit Dr. Sardjito yang tetap disesuaikan dengan rencana strategis rumah sakit Dr. Sardjito

This research was held to understand the needs of information system user, which will be applied on the draft of information system design. We do hope that the result of analysis and system design could help the Hospital in deciding whether to continue or not the information system project development. Research using FAST model as the methodology to analyze and design the system FAST provide logical framework and flexible enough on preparing different type of project and strategy (Whitten, et. al. 2004). End result from using this methodology would bring us to solve the problem, look for another chance (opportunity) and direction to start the project. For this purpose, the researcher would put only five phase from the existing seven phase because the five phase have already been sufficient to answer the problem. These five phase are preliminary investigation, problem analysis, requirement analysis, decision analysis and the last is design phase. The result give us a systematic flowchart that figure out on design of systemic diagram which integrate in outpatient clinic, and Hopefully it can be fulfill what the user and hospital management needs. However, these should be appropriate with Dr. Sardjito hospital strategy plan.
