Partisipasi masyarakat dalam pengembangan wisata desa di desa Candirejo Borobudur

Desa Candirejo terletak 3 Km dari Kawasan World Cultural Heritage Taman Wisata Candi Borobudur yang merupakan salah satu magnet wisatawan dunia. Dengan memanfaatkan potensi alam dan budaya yang dimiliki maka pemerintah desa berupaya untuk memberdayakan masyarakat desanya. Penelitian ini bertujuan untuk mendesripsikan partisipasi masyarakat Desa Candirejo dalam pengembangan desanya menjadi desa tujuan wisata dan faktor-faktor yang mempengaruhinya dengan metode penelitian deskriptif kualitatif dan analisis kualitatif. Penggunaan metode ini untuk mendapatkan gambaran mendalam (eksploratif) tentang proses pengembangan wisata di Desa Candirejo dan persepsi masyarakatnya untuk selanjutnya memahami bentuk, tingkat dan faktor-faktor yang mempengaruhi partisipasi masyarakat dalam proses pengembangan wisata. Hasil penelitian mendapatkan temuan bahwa pengembangan wisata desa yang dilakukan oleh pemerintah desa dipengaruhi oleh program-program pemerintah maupun non pemerintah, budaya masyarakat, SDM, potensi dan posisi wilayah serta peranan kepala desa serta pengelolaan wisata desa itu sendiri. Pengembangan wisata desa tersebut mempengaruhi persepsi dan partisipasi masyarakat dalam mendukung kegiatan-kegiatan yang ada di desanya. Partisipasi masyarakat Desa Candirejo tidak hanya dilakukan pada program-program yang sifatnya bottom up akan tetapi juga pada program-program yang berasal dari pemerintah (top down planning). Partisipasi yang cukup tinggi antara lain tergambar dengan sudah dikelolanya pengembangan wisata di Desa Candirejo oleh koperasi. Penelitian ini menyimpulkan bahwa partisipasi masyarakat Desa Candirejo telah sampai pada tahap kontrol masyarakat, karena masyarakat telah bebas mengelola wisata desa lewat koperasi. Partisipasi masyarakat itu sendiri juga dipengaruhi oleh adanya perubahan Desa Candirejo menjadi desa tujuan wisata, persepsi masyarakat wisata desa, local resources, dan kebanggaan menjadi warga Desa Candirejo.

Candirejo village locates 3 km from the World Cultural Heritage Borobudur Temple, which is one of the world class tourism objects. By optimizing natural and cultural potentials, this village is trying to empower its community. The research aims to describe the villagers’ participation in the development of Candirejo village into a tourism destination and the factors affecting their participation. It applies a descriptive, qualitative method and a qualitative analysis. This method enables the research to obtain an explorative description on the process of tourism development in Candirejo village and the people’s perception, which helps to understand the form and level of, and factors affecting the people’s participation in the development process. The research results show that the tourism development in Candirejo village is influenced by the government and non-government programs, local culture, human resources, local potential and position, the village head’s role, and tourism management in the village itself. The development affects the people’s perception and participation to support activities in their village. Their participation is given not only to the programs which have a bottom-up characteristic, but also to the programs designed by the government (top-down planning). Their high-level participation is reflected in the management of tourism development by a cooperative. The research concludes that the people’s participation in Candirejo village has reached the level of control by the society, as the society has a free access to the management of village tourism through the cooperative. Their participation is also influenced by the change of Candirejo village into a tourism destination, their perception on village tourism, local resources, and pride to be community members of Candirejo village.
