Keterlibatan petani plasma dalam program Hutan Tanaman Pola PIR Eucalyptus :: Studi kasus di Kabupaten Toba Samosir Sumatera Utara

Keberadaan PT. Inti Indorayon Utama (PT.IIU) di tengah masyarakat Kabupaten Toba Samosir dipenuhi dengan gejolak pro dan kontra. Dibalik kontroversi berdirinya PT. IIU tersebut, program Hutan Tanaman Pola PIR Eucalyptus yang ditawarkan perusahaan kepada masyarakat ternyata menarik minat masyarakat untuk mengikutinya. Faktor-faktor apa yang mempengaruhi keterlibatan masyarakat yang menjadi petani plasma dalam program Hutan Tanaman Pola PIR merupakan fenomena yang ingin dijawab dalam penelitian ini. Tujuan penelitian adalah mendeskripsikan fenomena dan merumuskan konsep keterlibatan petani plasma pada program Hutan Tanaman Pola PIR Eucalyptus. Metode yang digunakan adalah penelitian kualitatif melalui pendekatan eksploratif dengan analisa data secara induktif. Penelitian dilakukan di Kabupaten Toba Samosir dengan melakukan wawancara secara mendalam terhadap petani plasma yang terdapat di dua sektor wilayah kerja perusahaan inti, yaitu sektor Aek Nauli dan sektor Habinsaran. Fenomena keterlibatan petani plasma dalam program Hutan Tanaman Pola PIR Eucalyptus membentuk lima konsep faktor-faktor yang mempengaruhi keterlibatan mereka, yaitu konsep modal alami, modal sosial, dukungan perusahaan, keuntungann program, dan keterlibatan pemerintah dan pihak lain. Alasan utama terlibatnya masyarakat dalam program hutan tanaman pola PIR adalah masih banyaknya lahan kosong yang mereka miliki (modal alami). Selain modal alami, plasma memiliki modal diri yang menjadi pendorong keikutsertaannya dalam program Hutan Tanaman Pola PIR yaitu kepercayaan terhadap pemerintah dan program, pendirian yang tidak mudah terpancing isue, menjunjung tinggi nilai kekerabatan, kerjasama, dan adanya pandangan hidup yang positif mengenai nilai kayu. Dukungan yang diberikan perusahaan kepada plasma merupakan faktor penting keberlanjutan program dan keterlibatan plasma di dalam program Hutan Tanaman Pola PIR Eucalyptus. Keuntungan yang ditawarkan dalam program juga menjadi salah satu faktor berminatnya masyarakat untuk ikut menjadi petani plasma. Keterlibatan petani plasma tidak dapat dilepaskan dari peranan pemerintah dalam proses sosialisasi dan pelaksanaan program, pengaruh positif dari plasma lain, dan peranan kontraktor sebagai mitra kerja plasma dalam mengelola lahan PIR. Meskipun tidak murni program partisipatif, namun program Hutan Tanaman Pola PIR telah mampu menjawab kebutuhan masyarakat desa hutan untuk meningkatkan ekonomi, sekaligus berdampak positif terhadap lingkungan, yaitu dengan berkurangnya lahan kritis dan bertambahnya luasan hutan. Untuk itu, program ini perlu terus dikembangkan dengan dukungan dari perusahaan dan terutama pemerintah.

The existence of PT. Inti Indorayon Utama (PT. IIU) among the society of Toba Samosir Regency is full of pros and contras. Behind the controversy of PT. IIU foundation, the program of Eucalyptus Nucleus Estate Smallhoders (NES/PIR) Plantation Forest that the company offers to the community is interesting for the community to follow. The factors that influence the community involvement as plasma farmers in PIR Plantation Forest program are the phenomena that this research is going to answer. The goal of this research is to describe the phenomena and to formulate the concept of plasma farmer involvement in Eucalyptus PIR Plantation Forest program. This research uses qualitative method through explorative approach with inductive data analysis. This research is done in Toba Samosir Regency by doing deep interviews with plasma farmers in two sectors of the core company working areas, namely Aek Nauli sector and Habinsaran sector. The phenomenon of plasma farmer involvement in Eucalyptus PIR Plantation Forest program forms five concepts, namely natural capital concept, social capital, company support, program benefits, and the involvement of government and other elements outside the core and the plasma. The main reason of the community involvement in PIR pattern plant forest program is the availability of unutilised land they own. Apart from the natural resource, plasma has personal resources that encourage their participation in PIR Plantation Forest program, namely the trust to the government and program, the ‘personal believe’ that is not easily influenced by any issues, the mind of putting friendship value to the highest consideration, cooperation, and positive point of view toward ‘timber value’. The support that the company renders to the plasma is an important factor for program continuity and plasma involvement in Eucalyptus PIR Plantation Forest program. The benefit that the program offers is one factor that attracts community to participate as plasma farmers. Plasma farmer involvement cannot be separated from the influence of government role in socialization process and program execution, positive influence of the other plasma, and contractor role as plasma working partner in managing PIR land. Although it is not a pure participative program, PIR Plantation Forest program has been able to answer the needs of the forest village community to increase economic aspect, and to give positive impact on the environment, namely crisis land reduction and the increase of forest cover. For the reason, this program needs continually development with the support from the company and government.
