Faktor-faktor perencanaan lokasi pembangunan RSIA Hermina di Malang

RSIA Hermina adalah RS swasta sosio-ekonomi yang mengkhususkan diri dalam bidang pelayanan spesialistik kebidanan penyakit kandungan dan kesehatan anak. RSIA Hermina dengan strateginya melakukan ekspansi memilih lokasi rumah sakit baru yang terletak di Kotamadya Malang. Tujuan dari penelitian yang akan dilakukan adalah untuk mengetahui faktorfaktor perencanaan lokasi untuk RSIA Hermina di kota Malang, sehingga akan didapat lokasi yang tepat, yang bisa menunjang minat konsumen untuk mengunjungi rumah sakit tersebut dan juga untuk mengetahui faktor-faktor perencanaan lokasi yang sesuai dengan langkah-langkah yang diambil dengan dua metode, yaitu metode Factor Rating dan metode Centre of Gravity, sehingga akan diketahui site yang tepat untuk RSIA Hermina di kota Malang. Adapun metode Factor Rating digunakan pada langkah pertama, yaitu untuk memilih wilayah yang tepat pada kelima wilayah pengembangan. Sedangkan metode Centre of Gravity digunakan pada langkah kedua, yaitu untuk memilih site yang tepat di wilayah terpilih. Penelitian ini menggunakan alat penelitian berupa kuesioner. Terdapat 19 faktor perencanaan dalam pemilihan lokasi yang digunakan dalam penelitian dengan metode Factor Rating untuk memilih wilayah yang tepat bagi rumah sakit baru RSIA Hermina, dan mengenai proses pengumpulan data diambil dari responden yang menggunakan dan mempunyai status di rumah sakit, terdapat 4 macam status responden pengguna rumah sakit, yaitu dokter, manajemen, staf/karyawan dan pasien. Sedangkan untuk proses pemilihan faktor-faktor perencanaan lokasi RSIA Hermina di Malang didapat dari data-data pada kondisi existing masing-masing wilayah di kota Malang. Penelitian yang dilakukan selain untuk mencari faktor-faktor perencanaaan lokasi yang tepat bagi RSIA Hermina di kota Malang, juga untuk mengetahui besarnya bobot yang diberikan pada masing-masing faktor, serta untuk mencari “score (nilai)” yang diberikan pada masing-masing calon lokasi. Berdasarkan hasil dari perhitungan semua lokasi, dengan menggunakan metode Factor Rating maka diperoleh hasil yang maximum score, yaitu pada lokasi Kecamatan Klojen dengan score 7521.192, dan Kecamatan Klojen tersebut merupakan lokasi yang dipilih sebagai wilayah yang tepat lokasi rumah sakit baru RSIA Hermina. Dengan memaksimalkan faktor tingkat persaingan antar rumah sakit yang tinggi, dan penilaian bobotnya adalah yang paling tinggi, maka faktor tersebut dipakai sebagai alat untuk digunakan dalam metode Center of Gravity. Dan yang digunakan dalam faktor persaingan antar rumah sakit yang tinggi, adalah data pasien enam bulan terakhir di tiap rumah sakit pesaing dan titik koordinat dari tiap rumah sakit pesaing. Dan posisi lokasi/ site yang tepat dengan menggunakan metode Center of Gravity untuk RSIA Hermina di kota Malang terletak pada koordinat (8.04,9.40). Jadi lokasi/site tepat yang dipilih untuk rumah sakit baru RSIA Hermina, dengan menggunakan metode Factor Rating dan metode Center of Gravity, adalah terletak pada wilayah Kecamatan Klojen, dengan titik koordinat (8.04,9.40) di jalan raya Jend. Basuki Rachmat dan kondisi existing di lokasi tersebut menurut RTRW wilayah Klojen tahun 2001-2011 merupakan kawasan perumahan lama, dan memungkinkan untuk dibangun rumah sakit baru RSIA Hermina

Hermina hospital is a private socio-economic hospital that specialized in obstetric and gynaecology and infant health services. Hermina hospital with its strategy, is making an expansion by choosing a new hospital location which will be located at the city of Malang. The purpose of this research is to find out the planning factors in locating Hermina hospital at the city of Malang, so it will get the right location, that can support the consumer’s interest to visit the hospital and to find out the planning factors that suits with the steps that will be taken in two methods, which are Factor Rating Method and Center of Gravity Method, so the right site of Hermina hospital will be discovered. However, the Rating Factor is used in the first step, which is to choose the right location within five developing location. Centre of Gravity Method is used in second step, which is to choose the right site of the choosen location. This research is using questioner as a research tool. There are 19 planning factors in choosing location in this research by using Factor Rating method to choose the right location of new Hermina hospital, and the data collecting process was taken from respondent that involved and had a status at the hospital. There are four kinds of respondent’s status, they are, doctors, management, staff/employers, and patients. The process in choosing planning factors of Hermina hospital in city of Malang were gained from datas of existing condition of each location in city of Malang, also to know the weight of each factors and to find the score that will be given to each prospective location. Based on the result of the calculation of all location by using Factor Rating method, the result shown the maximum score on the location of Klojen District with score 7521.192, and that Klojen District is the chosen location as the right location of the new Hermina hospital. By maximizing factors of high competition between hospitals, and the highest weighted score, the factor is applied as a tool to be used in the Centre of Gravity method. The one that is used in high hospital competition factor, is the last six months patient datas in each competitor hospital and the point coordinat of each competitor hospital. And the right location/site by using Center Gravity method for Hermina hospital in Malang is on the coordinat of (8.04,9.40). Finally, the right location/site that is choosed for new Hermina Hospital, by using Factor Rating Method and Center of Gravity Method, is District of Klojen, with the coordinat point (8.04,9.40) at Jend. Basuki Rachmat street and the existing condition according to the head district of 2001-2011 is an old housing complex, and it is possible to built a new Hermina Hospital.
