Persepsi terhadap penerapan HR Multiple Role Model :: Studi pada Hewlet-Packard Indonesia

Menghadapi tuntutan perubahan fungsi yang harus dijalankan oleh SDM profesional, pada tahun 1990, Pete Peterson, Vice President Human Resources Hewlett- Packard (HP) mengubah fungsi SDM profesional menjadi suatu fungsi yang mempunyai ’nilai’ bagi perusahaan, menyediakan layanan yang berkualitas bagi karyawan dan membantu bisnis mendayagunakan sumberdaya manusia dengan lebih efisien. Perubahan fungsi SDM dilakukan dengan reengineering terhadap proses SDM secara keseluruhan, mendefinisikan ulang mengenai peran SDM profesional dalam organisasi, membentuk HR shared-services, serta membagi tanggungjawab pengelolaan SDM kepada manajer lini. Menurut Ulrich, ada empat peran yang harus dijalan oleh SDM profesional agar bisa disebut sebagai bisnis partner. Istilah yang digunakan Ulrich untuk menggambarkan ke-empat peran tersebut adalah ”HR Multiple Role Model” : Business Partner = Strategic Partner + Administrative Expert + Employee Champion + Change Agent Mengacu pada ”HR Multiple Role Model”, penelitian ini bertujuan untuk menganalisa (1) kualitas services yang selama ini dijalankan oleh SDM dalam persepsi manajemen, karyawan dan HR profesional, (2) persepsi manajemen dan karyawan terhadap terhadap peran SDM professional di HP Indonesia, dan (3) apakah terdapat perbedaan persepsi yang signifikan antara manajemen dan karyawan terhadap peran SDM professional di HP Indonesia. Sample yang digunakan dalam penelitian ini adalah People Manager dan Individual Contributor di Hewlett-Packard Indonesia. Sampel dipilih secara acak dari kelompok People Manager dan Individual Contributor. Dari total populasi, diambil sampel sebesar 25 dari kelompok People Manager dan 105 dari kelompok Individual Contributor. Hasil analisis menunjukkan bahwa, persepsi manajemen (People Manager) dan karyawan (Individual Contributor) HP Indonesia terhadap kualitas layanan yang selama ini dijalankan oleh SDM di HP Indonesia termasuk dalam kategori “sedang”. Menurut persepsi manajemen (People Manager) dan karyawan (Individual Contributor) HP Indonesia, tidak ada salah satu peran SDM yang terlihat lebih dominan dan tidak terdapat perbedaan persepsi yang signifikan antara manajemen dan karyawan terhadap peran SDM professional di HP Indonesia.

In order to cope with businees needs that required HR professional to become business partner, in year 1990, Pete Peterson, Vice President Human Resources Hewlett-Packard, challenged his worldwide HR team to ”create the environment” by increasing value for the company, providing higher quality services for the employees, and utilizing human resources more effectively. HP reengineered it’s HR function, redefined HR role in the organization, established HR-Shared Services, dan involving line managers in managing people/human resources. According to Ulrich, there are four roles that should be played by HR professional to be considered as the real Business Partner. Those four roles are also known as ”HR Multiple Role Model” i.e.: Business Partner = Strategic Partner + Administrative Expert + Employee Champion + Change Agent Related to ”HR Multiple Role Model” in Hewlett-Packard Indonesia, this study is intended to analyze and assess (1) current services quality of HR Function, as perceived by management, employees and HR professional, (2) percieved HR role in the organization, and (3) whether the role percieved by Management is significantly different with the employees perception. The sample for this study was People Manager and Individual Contributor in Hewlett-Packard Indonesia. Samples were randomly selected from group of People Manager and Individual Contributor. From the total employee population, 25 samples are People Managers and 105 are Individual Contributors. The analysis and assesment result shows that current services quality of HR Function in HP Indonesia is perceived by both management (People Managers) and employees (Individual Contributors) as ”moderate”. With regards to HR Role in the organization, the study shows that no roles are perceived as a dominant roles; and there were no significant differences between management and employees’ perception on HR roles in HP Indonesia.
