Penerapan prinsip-prinsip Good Governance pada Sekretariat Daerah Provinsi Sulawesi Tenggara

Perwujudan kepemerintahan yang baik merupakan hal yang sangat signifikan dalam upaya bangsa untuk menggulirkan proses demokrasi di Indonesia. Terwujudnya good governance merupakan tuntutan bagi terselenggaranya manajemen pemerintahan dan pembangunan yang berdaya guna, berhasil guna, dan bebas KKN (Korupsi, Kolusi, dan Nepotisme). Hadirnya partai politik dalam dalam suatu sistem pemerintahan akan berpengaruh terhadap tatanan birokrasi pemerintah. Susunan birokrasi pemerintah akan terdiri dari jabatanjabatan yang diisi oleh birokrat karier, dan jabatan politik yang diisi oleh Gubernur. Pejabat birokrasi yang terlatih secara profesional mempunyai kekuatan tersendiri sebagai suatu pejabat yang permanen. Pejabat seperti ini mempunyai catatan karier yang panjang jika dibandingkan dengan pejabat politik yang bukan spesialis. Setiap ada pergantian Gubernur baru, maka Gubernur sebagai pejabat politik yang berasal dari kekuatan politik mempunyai pengaruh terhadap pengangkatan pejabat-pejabat struktural, mulai dari eselon terendah sampai dengan eselon tertinggi lingkup sekretariat daerah provinsi. Dalam rangka itu diperlukan adopsi prinsip-prinsip good governance, meliputi kompetensi dan transparan dalam rekrutmen pengangkatan jabatan struktural, di lingkungan Sekretariat Daerah Propvinsi Sulawesi Tenggara. Hal ini dimaksudkan agar netralitas birokrasi tidak akan berubah dalam memberikan pelayanan kepada Gubernur (dari parpol yang memerintah), biar pun Gubernur berganti (dari parpol yang lain). Birokrasi yang di jabat oleh pejabat-pejabat struktural dalam memberikan pelayanan berdasarkan profesionalisme dan bukan karena kepentingan politik

To achieve the good government is very significant thing in effort to nation overthrow the democracy process in Indonesia. The materialize of good governance is the insistence for per forming the management of government and the beneficial developing, useful, successful and there are no corruption, collusion and nepotism. The politic party present in the system of governmentwill effect to the government bureaucracy structure. The structure of the government bureaucracy will be consist of professions that are filled out by bureaucrat carrier, and the politic job will be filled out by the governor. The qualified bureaucrat official in a professional scale has own strength as a permanent official. Such as this official has long carrier note if he/she is compared with the official politic who is not specialize. Every new governor exchange, the governor as the politician official who comes from the strength politic has influence to the election of the structural officials, start from the lowest job profession to the highest in the around of the secretary province region. In implementation this one, it is needed the adoption of the good governance principles, this covers competence and transparency in the recruitment of the professional job election in around of the south east province region. This idea means in order the neutrality of the bureaucracy will not change in giving service to the governor (from govern party). However the governor change (from another party). Bureaucracy which are hold by structural officials in giving service based on the professionalism and not of the political concern.
