Partisipasi masyarakat lokal dalam pengelolaan lingkungan Taman Nasional Manupeu-Tanadaru Kabupaten Sumba Barat

Penelitian ini bertujuan mengkaji kesesuaian penunjukan batas Taman Nasional Manupeu-Tanadaru oleh pemerintah dengan kondisi lokal, mempelajari persepsi, bentuk dan tingkat partisipasi masyarakat lokal dalam pengelolaan kawasan Taman Nasional Manupeu-Tanadaru dan mempelajari faktor-faktor yang mendorong timbulnya partisipasi masyarakat dalam pengelolaan kawasan Taman Nasional Manupeu-Tanadaru. Subyek penelitian adalah 30 kepala keluarga untuk masing-masing Desa Padira Tana Kecamatan Umbu Ratu Nggay dan Desa Umbu Langang Kecamatan Katiku Tana Kabupaten Sumba Barat. Metode yang digunakan adalah survei, teknik pengumpulan data dengan cara observasi, wawancara dan penyebaran kuesioner secara acak sederhana (simple random sampling). Metode analisis statistik yang digunakan adalah analisis uji t (t-TEST) dua sampel untuk mambandingkan apakah ada persamaam atau perbedaan di kedua data (variabel). Hasil penelitian menunjukkan bahwa penunjukan kawasan Taman Nasional Manupeu-Tanadaru melalui SK Menteri Kehutanan dan Perkebunan No. 576/Kpts-II/1998 belum sesuai dengan kondisi lokal di lapangan ditinjau dari aspek kebijakan dan aspek sosial ekonomi. Persepsi masyarakat terhadap keberadaan taman nasional sebesar 97% menyatakan manfaat hutan adalah menyediakan sumberdaya alam untuk memenuhi kebutuhan ekonomi. Masyarakat berperanserta positif dalam kegiatan rekonstruksi tata batas taman nasional yaitu kategori tinggi 28%, sedang 59% dan rendah 13%. Wujud partisipasi masyarakat adalah dalam pemasangan pal batas 35%, kegiatan survey 30%, menyampaikan masukan/ide 27% dan peranserta dalam merumuskan rencana kegiatan 8%. Faktor dominan yang mendorong peranserta masyarakat dalam rekonstruksi tata batas Taman Nasional Manupeu-Tanadaru adalah karena kepemilikan lahan sebesar 47%.

This research was conducted to analyze the border pointing adjustment of the Manupeu-Tanadaru National Park District by the government with the local condition, to learn the perception, the form and the participation level of the local people toward the management of the Manupeu-Tanadaru National Park District and to learn the factors that encourage the rising of the people participation toward the management of the Manupeu-Tanadaru National Park district. The subject of this research covers the 30 heads of families in Padira Tana Village at the District of Umbu Ratu Nggay and Umbu Langang Village at the District of Katiku Tana Sumba Barat Regency. The method used here is survey, meanwhile data collecting technique used are observation, interview and the simple random questioner spreading (simple random sampling). The statistic method used in this research is two sampling t-test analysis (t-TEST) to compare whether there is the similarity or the difference in those two data (variable). The result of this research were showed that the appointment of the Manupeu-Tanadaru National Park District through the Decision Letter of the Ministry of Forestry and Horticulture No. 576/Kpts-II/1998 does not fix with the local condition perceived from the policy and social-economic aspects. The perception of the 97% people toward the existence of the National Park states that the use of the forest is to provide the Natural Resources, fulfilling the economic needs. The people play the active role toward the National Park border reconstruction activity; 28% at the highest category, 59% at the middle, and 13% at the lowest category. The participation form of the people in the border construction is 35%, 30% of surveying activity, 27% of giving advice and 8% of formulating the activity plan. The dominant factor that encourages the role of the people in the reconstruction of the Manupeu-Tanadaru National Park border is the land ownership for 47%.
