Kontribusi Komite Sekolah terhadap implementasi Program Pengembangan Sekolah di SMP Negeri I Bangli Kabupaten Bangli Bali

Upaya untuk mencapai tujuan pembangunan di bidang pendidikan yaitu mencerdaskan kehidupan Bangsa perlu terus diupayakan sesuai dengan perkembangan atau kondisi politik, ekonomi, sosial budaya, teknologi dan ilmu pengetahuan yang sedang berkembang. Dewasa ini sistem Pendidikan Nasional mengalami perubahan yang cukup besar dan mendasar. Sebelum reformasi kebijakan dibidang pendidikan sangat sentralistik sedangkan setelah reformasi sistem pendidikan dilaksanakan secara desentralisasi, sekolah diberikan otonomi terbatas terhadap pengelolan sekolah. Sekolah dapat menyusun program sesuai dengan kebutuhan stakeholder tetapi tidak bertentangan dengan kebijakan di bidang pendidikan. Untuk dapat terwakilinya kepentingan masyarakat dibentulkah komite Sekolah. Keberadaan komite sekolah banyak yang memberikan dukungan dan banyak juga memberikan kritik. Terkait dengan kritik yang diberikan kepada komite sekolah, peneliti ingin membuktikan apakah sepenuhnya komite sekolah itu tidak memberikan kontribusi kepada sekolah. Untuk membuktikan keinginan tersebut, peneliti memilih SMP Negeri 1 Bangli sebagai lokus penelitian. Komite sekolah yang dibentuk, memiliki peran yang sangat strategis, seperti perang pemberi pertimbangan, dukungan, kontrol dan mediasi. Penelitian ini mengunakan analisis deskriptif kualitatif dengan metode wawancara kepada pihak yang terkait sampai ditemukan jawaban yang memuaskan. Setelah dilaksanakan penelitian dapat disimpulkan bahwa, komite sekolah telah memberikan kontibusinya berupa: (1) Agar sekolah memberikan pelajaran tambahan dalam bentuk les yang dilaksanakan oleh guru yang bersangkutan baik itu remidial maupun pengayaan. (2) Agar sekolah mencari perbandingan dengan sekolah lain untuk mencari cara meningkatkan prestasi siswa. (3) Kegiatan pembinaan KIR agar dilaksanakan secara sistematis, serius dan terus menerus. (4) Sekolah jangan sampai hanya mengajarkan kecakapan akademik, melainkan agar mempertimbangkan aspek IQ, SQ dan EQ. (5) Komite menganjurkan sekolah untuk melaksanakan les Bahasa Inggris. (6) Komite memberikan persetujuan pengadaan komputer dan pembelajaran komputer. (7) Komite menyarankan agar sekolah menyusun program/kegiatan lomba-lomba pemanfaatan perpustakaan untuk meningkatkan minat baca. 8) Komite sekolah memberikan masukan agar sekolah secara serius membina budaya terutama kesenian lokal. (9) Mendukung program sekolah secara moril dan turut mengesahkan pemanfaatan dana iuran orang tua siswa (10) melakukan kontrol secara insidentil terhadap kegiatan sekolah dan kontrol dipercayakan kepada anggota komite sekolah yang berasal dari sekolah. (11) Komite sekolah turut mensosialisasikan program sekolah kepada orang tua siswa dan stakeholder.

The effort to achieve the goals of the Education Development Sector is to educate the people themselves, it should be carried out depends on the development or politic condition, economic and social, culture, technology, and knowledge. In this decade the National Education has a great development. Before reformation happened, the policy of education is centralistic system but after reformation era the system of education is a little bit different or carried out by decentralization system, it means that the government gives the opportunity to a school to handle the school program by their management. The school Government can arrange the program syllabus by themselves based on the stakeholder but it does not contrast to the National Education Program. The School Committee is set up to link the parents and School. The aim of it to support the school development and also it is used to control the School Action Plan. In this case I want to prove whether the Scholl Committee give some contribution to a school or not. I choose SMP N I Bangli as a sample in my writing. The School Committee has a great important role for a school development such as an adviser, supporter, control and mediation. This research uses Qualitative Descriptive Analysis by Interviewing the relevant Institution in order to get a satisfied answer. After doing a research, I can conclude that the School Committee has given their great contribution such as (1) the school is able to give some practices on a certain subject. (2) A school can compete with other schools especially to Teaching Learning Process. (3) KIR activities should be handled systematically and continuously. (4)Besides giving the knowledge a school should focus on IQ, SQ, and EQ. (5) The School Committee advises the school to give the remedial to a certain subjects. (6) The School Committee agrees to supply computers and giving computer training to the students. (7) School Committee can advise to the school to prepare an Action Plan of library Contest to increase the students’ reading interest. (8) The School Committee can give input to the school to handle The Balinese Art seriously. (9) School Committee support the school program and legalize the uses of the school budget to the student parents. (10) The School Committee can control the school activities. (11) School Committee takes an important part in socializing the program to the students’ parents.
