Relasi antar elite birokrasi dan elite partai politik :: STudi kasus Pilkada langsung di Kabupaten Lombok Tengah tanggal 27 Juni 2005

Pemilihan kepala daerah yang dilaksanakan secara langsung oleh rakyat, telah menggeser gelanggang pergulatan politik lokal di Indonesia, dari sumpeknya gedung DPRD ke ruang publik yang begitu luas. Pergeseran tersebut merupakan salah satu konsekuensi logis dari berlakunya UU No. 32 tahun 2004 tentang Pemerintahan Daerah dalam format politik multi partai. Tentunya, pemilihan kepala daerah langsung tidak berarti memutus aktivitas politik para elite lokal. Karenanya, penelitian ini bermaksud untuk mengetahui pola relasi antar elite birokrasi dan elite partai politik, dan faktorfaktor yang mempengaruhinya pada pemilihan kepala daerah langsung di Kabupaten Lombok Tengah tahun 2005. Pendekatan yang dipergunakan adalah metode deskriptif kualitatif, karena bertujuan untuk mendeskripsikan, mencatat, dan menginterpretasikan aspek relasional daripada aktivitas politik elite birokrasi dan elite partai politik. Dengan demikian, teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi terhadap aktor personal dari kalangan elite birokrasi dan elite partai politik di Kabupaten Lombok Tengah sampai dengan pada tahapan penghitungan hasil pemungutan suara pemilihan kepala daerah langsung tahun 2005. Penelitian ini berhasil mengidentifikasi dua pola relasi antar elite birokrasi dan elite partai politik pada pemilihan kepala daerah langsung di Kabupaten Lombok Tengah tahun 2005, yaitu pola relasi yang mengelompok dan pola relasi yang menyebar. Relasi yang mengelompok terjadi pada sebagian kecil elite birokrasi lapisan menenga h ke bawah, yaitu para camat dan kepala desa dengan mengarahkan dukungannya ke kubu elite partai politik yang mengusung mantan Bupati Lombok Tengah periode 1999-2004. Sedangkan pola relasi yang menyebar terjadi pada setiap lapisan elite birokrasi, mulai dari lapisan teratas sampai yang terendah dengan mengarahkan dukungannya ke setiap kubu elite partai politik yang ada di Kabupaten Lombok Tengah. Hal tersebut ditunjukkan oleh adanya bentuk-bentuk dukungan elite birokrasi seperti; konsultasi, fasilitasi, dan informalisasi pelayanan formal terhadap elite partai politik yang memberikan kompensasi dalam bentuk jaminan keamanan, akomodasi kepentingan karir dan jabatan, dan ekonomis. Adapun faktor-faktor yang mempengaruhi relasi antar elite birokrasi dan elite par tai politik adalah adanya proses kalkulasi rasional terhadap kepentingan individu para elite lokal dan adanya jaringan interaksi antar elite lokal yang berbasis pada organisasi kemasyarakatan. Fakta tersebut dapat dijadikan penjelas bahwa, elite birokrasi lokal memang tidak bergerak dalam ruang yang hampa dari aktivitas politik praktis. Eksistensi elite birokrasi lokal dan elite partai politik ditengah-tengah kuatnya pengaruh tradisionalisme organisasi kemasyarakatan menyebabkan terciptanya pola relasional yang dinamis dan menyebar dalam sistem politik multi partai. Tentunya relasi individual antar elite birokrasi dan elite partai politik merupakan kendala tersendiri dalam mewujudkan netralitas birokrasi. Hal tersebut dapat menjadikan prinsip keadilan dalam pelayanan publik semakin jauh. Oleh karena itu, komitmen politik pihak pemerintah Kabupaten Lombok Tengah perlu ditunjang dengan sikap dan tindakan yang konsisten dalam melaksanakan setiap kebijakan yang ada. Dilain pihak, pemilihan kepala daerah secara la ngsung, semestinya dijauhkan dari intervensi pemerintah daerah.

When the local election was carried out direct it by the people, there was a shift on the locus of struggle on local political in Indonesia from the parliament to public sphere. It is a logical consequence since the law of 32/2004 is held on local governance in multi parties system. The direct local election doesn’t mean cutting the political activities of the local elites. So, this study is aimed at knowing the relation pattern among bureaucracy elites and the political elite, and the factors which influence them in the election in Lombok Tengah Regency in 2005. This research applied a descriptive qualitative method since it is aimed to describe, note, and to interpreting the relational aspects of the political activities of bureaucracies and political elite. The data is collected through interview, observation, and documentation on their individual activities in Lombok Tengah Regency until the final counting of the election in 2005. The result of the study shows that there are two pattern relations between the bureaucracy elites and political party elites in the direct election in Lombok Tengah Regency in 2005, namely the interactive and detachment relationship. The interactive relation is performed by a number of middle to lower bureaucracy elites such as the head of the district and the head of the village by directing their support to the incumbent candidate. That is the ex-Lombok Tengah Regency’s regent of 1999-2004. Meanwhile the detached relation appear in any level of bureaucracies elite, from the top to the lower by directing their support to any political parties group in Lombok Tengah Regency. It is reflected by the support of the bureaucracy elites in the form of consultation, providing facilities, informalities of the government officer of political party elites who compensate the action in the form of security guarantee, accommodation of elite bureaucracy interest and economic advantages. Furthermore the factors that influence the relation between bureaucracies and political parties elite is the process of rational calculation toward individual interest of local elite and the existence of interaction network among local elites which is based on the public organization. The above fact can explain that local bureaucracies perform practical politic activities. The existence of local bureaucracies and political party elites in the stream of traditional influence of public organization which form a dynamic relation pattern in multi parties political system. It is true that individual relation among bureaucracies and political party elites become a specific problem in forming neutrality in bureaucracy. It may cause the fairness in public service become unreliable. As the result, political commitment of Lombok Tengah Regency’s government should be supported by consistent attitude and action in implementing any policy. On the other hand the direct election of the head of the district or region should be kept from any intervention of local government.
