Peranan Amerika Serikat di Bank Dunia :: Implementasi tanggung jawab sosialnya sebagai pemimpin dunia

Studi ini adalah usaha untuk mengungkap peranan AS di Bank Dunia dalam mengimplementasikan tanggung jawab sosialnya sebagai pemimpin dunia. Ada tiga hal yang perlu diungkap pada studi ini: pertama, pengakuan dunia atas kepemimpinan AS baik secara De Facto (nyata) maupun De Jure (hukum); kedua, wujud tanggung jawab sosial AS se bagai pemimpin dunia; ketiga, peran AS di Bank Dunia dalam mewujudkan tanggung jawab sosialnya sebagai pemimpin dunia. Kepemimpinan AS secara nyata diperoleh lewat kesamaan ideologi – liberalisme dan kapitalisme di hampir semua negara di dunia. Kondisi ini diciptakan AS lewat peran damai dan bantuan ekonomi yang disalurkan melalui organisaiorganisasi internasional yang di prakarsai dan didanai oleh AS. Pada puncaknya AS berhasil memperoleh dukungan bulat dari negara-negara di dunia menjadi pemimpin mereka secara hukum di konperensi Bretton Woods, Washington; pada saat itu juga didirikan IBRD/Bank Dunia serta the IMF sebagai institusi otoritas perekonomian dunia. Negara -negara peserta konperensi Bretton Woods percaya bahwa keputusan tersebut dapat membawa mereka menuju perdamaian dan kesejahteraan dunia. Bank Dunia menyediakan investasi, nasehat dan asistensi pembangunan negaranegara di dunia (terutama negara-negara berkembang) untuk mengurangi kemiskinan, memperoleh kehidupan yang layak, dan kemudian membawa mereka ke perdagangan bebas dan pasar bebas yang disebut globalisasi; globalisasi mampu membawa mereka ke perdamaian dan kesejahteraan dunia. Studi ini adalah penelitian pustaka, maka data untuk penganalisaan diperoleh dari buku, jurnal, karya sastra, serta media cetak elektronik (web site ).sebagai pendukung. Pendekatan lintas disiplin ilmu: disiplin ilmu sejarah, ekonomi,dan politik digunakan untuk melakukan studi secara luas. Hasil studi menunjukkan bahwa AS terbukti berperan sebagai pemimpin Bank Dunia. AS adalah pemrakarsa dan sekaligus pendiri Bank Dunia. Sebagai pemegang saham terbesar dan sebagai donatur rutin Bank Dunia, AS secara sah menjadi tempat markas besar Bank Dunia dan secara aklamasi presiden Bank Dunia diambil dari delegasi AS. Oleh karena itu, AS bisa dikatakan memegang kendali operasional Bank Dunia; kendali itu digunakan untuk kebijakan-kebijakan yang mendatangkan perdamaian dan kesejahterakan negara -negara di dunia dalam mewujudkan tanggung jawab sosialnya sebagai pemimpin dunia.

This study is an attempt to reveal the US role in the World Bank that represents the country’s social responsibility as the world leader. There are three things to discover concerning the case above : first, how the US reach the position as the world leader universally and legally; second, as the world leader, what advantages the US have done to the world nations as the implementation of the country social responsibility; third, what role the US play in the World Bank as the implementation of the country’s social responsibility. The US leader position has been universally obtained through the spread of liberalism and capitalism; almost all countries in the world adopt and implement this ideology. Even, this political and economic ideology has rooted in all international organization initiated, constructed, and contributed by the US. Finally, in the Bretton Woods Conference in 1944, the world nations (United Nations) came to an agreement to appoint the US as world leader, the US obtaining its legal leadership as well as establishing IBRD/the World Bank and the IMF as World Monetary Order. The world nations in the Bretton Woods Conference believed that these would bring them to world peace and welfare. The World Bank provides investment, advice, and assistance to the world nation development (especially developing countries) to reduce poverty, to get better living standard, then bring them to the globalization, free trade and free market which may bring them to the world peace and welfare. This study is a library research study so that the data for the analysis was collected through text books, journals or publications, and some literary works. To enhance the collected data, the electronic base-system (the worldwide web) was also done. Interdisciplinary approach; a series of perspectives, especially history, politics, and economics, were chosen to generate a comprehensive study for a reliable research. The result of this study shows that the US plays the leading role in the World Bank; the US is the initiator and constructor in the World Bank’s establishment. As the largest shareholder and regular investor, the US was agreed to be the place of the Bank’s headquarter and thatthe president of the Bank is always an American. Therefore, the US is supposed to lead the Bank’s operation, the Bank’s policies being always committed to world peace and welfare as the implementation of the US social responsibility leadership.
